Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Associate Financial Control Analyst in Manila, Philippines.
The Associate Financial Control Analyst will be responsible to process and verify claims, including applications for liquidations, provide analytical support, and assist in coordinating processing and administrative activities in a specialized work area within ADB.
The ADB aims for an Asia and Pacific free from poverty.
Key Jobs Responsibilities
The Associate Financial Control Analyst will perform the following functions-
- Processes complex multi-funded and multi-currencies claims and verifies TA and grant-funded project claims, including liquidations, for payment of consultants, contractors and other service providers under ADB and donor’s technical assistance grants or trust funds.
- Ascertain that the claims/billings submitted are in accordance with contract provisions, relevant financial covenants, applicable administrative orders/circulars, and established Bank practices and policies.
- Review consultant’s contracts to keep track and monitor cost estimates, contract variations, actual disbursements by budget line items, and prepares status of consultant’s contracts for information of supervisor.
- Processes and verifies disbursement vouchers, journal vouchers and other relevant payment documentation.
- Monitoring and Reconciling TA advances and Resident Mission Suspense Accounts.
- Keeps track of advances and liquidations, clears matched items, and prepares monthly reports on outstanding advances and unreconciled items.
- Provide various advisory services to internal clients on funds flow and disbursement arrangements in TAs, prepare customized analytical/statistical disbursement reports, as needed, participate in special projects on TA reforms, streamlining of TA disbursement processes, improving internal control through enhancement of IT platforms and design of financial systems.
- Prepare drafts of various internal and external correspondences on TA disbursement-related matters for review by supervisors.
- Assist TA section on special projects and team members with higher volumes and complex claims and liquidations.
Eligibility Criteria
Applicants must have-
- Bachelor’s degree in Accounting, Business Administration, or Finance; preferably a Certified Public Accountant (CPA).
- At least 5 years experience in auditing or accounting with some supervisory role, preferably in a highly computerized environment.
- Excellent oral and written skills in English.
- Good interpersonal communication skills and ability to supervise staff and promote team work.
- Ability to liaise and work effectively with staff within own work location and throughout ADB.
- Ability to work collaboratively with teams as a constructive team member.
