The Budget and Management Services Officer will supervise and coordinate the preparation and monitoring of administrative budget for staff related costs and to provide support to the introduction, maintenance and support of all budget related support systems.

Key Jobs Responsibilities

The Budget and Management Services Officer will perform the following functions-

  • Contribute to the ongoing IT and business process improvements of BPBM, BPMSD and ADB as a whole.
  • Undertake research and studies on business process review/improvements from the systems perspective.
  • Contribute to bank-wide budget process for preparation of staff years projection and staff related costs by generating, reviewing and analyzing staff costs (salaries and salary-related benefits) for Board, Independent Evaluation, Accountability Mechanism and staff for the annual budget, revised estimates, and actual budget expenses for the year.
  • Coordinate departmental submissions and reviews and consolidates benefits expense items.
  • Prepare and analyze monthly staff fill ratio and actual staff years against staff years projection used for the staff costs estimates, which forms the basis for HR related and recruitment actions.
  • Review and processe budget transfer, monitors and analyzes budget overruns and underruns and ensures that budget utilizations are maintained within the approved budget under each budget category.
  • Provide inputs in the formulation of procedures and policies on other budget items as required.
  • Contribute in the preparation of work program and budget resource requirements on staff related data for the three-year rolling Work Program and Budget Framework (WPBF) and eventually, the preparation of the annual budget.
  • Prepare the quarterly report on work program progress and budget utilization, particularly on staff related data.
  • Maintain and administer the Budget Monitoring and Control Systems (BMCS) by providing technical support to users on systems implementations and operations; conducting users training; ensuring timely preparation and dissemination of reports to users; coordinating with OIST on systems problems and enhancements; and coordinating activities for provision of computer services and technical support to BPMSD on office automation.
  • Contribute to special projects and studies and identifies areas for system or process improvements and initiate changes, as needed.

Eligibility Criteria

Applicants must have-

  • Bachelor’s degree in Business Administration, major in Management and/or Accounting preferably with advanced training; professional qualification as a Certified Public Accountant would be an added advantage.
  • At least 8 years experience in planning and budget analysis, or financial/cost accounting.
  • Excellent written and verbal communication skills in English is required.
  • Experience and knowledge of budget formulation and implementation as it relates to the work program budget framework and operational plans.
  • Proficiency in the use of spreadsheets and application soft wares for database management.
  • Knowledge of accounting and/or financial analysis.
  • Excellent written communication and presentation skills.
  • Proven ability to analyze relationships among a few parts of a problem or situation, make simple causal links (A causes B), or pro-and-con decisions and set priorities for tasks in order of importance.
  • Ability to work independently on his/her own initiative with minimal guidance from supervisors.
  • Effective interpersonal skills to coordinate with international and administrative staff within and outside the division and to supervise and guide subordinates.
  • Nationality of Philippines.
