United Nations Environment Programme (UNEP) is currently seeking applications from the eligible applicants for the post of Finance and Budget Officer in Nairobi, Kenya.

Key Jobs Responsibilities
The Finance and Budget Officer will perform the following functions-
- Manage designated programmes and projects: Certify that proposed obligations or disbursements are:
- Rose in accordance with existing UN Financial Rules and Regulations.
- Raised in accordance with the purpose for which the relevant appropriation was approved and the allotment made.
- Manage sub-programme resources:
- Maintain and update sub-programme specific management information on the status of the Environment Fund, Trust Fund, Counterpart Contribution allocations, Regular Budget, Trust and Environmental Support Funds; project commitments, proposals, revisions, extensions and expenditure reports.
- Liaise with implementing external organizations, UNEP DEPI Branch Managers and Programme Managers to resolve priorities and conflict situations.
- Liaise with funding organizations on sub-programme related Trust Fund or Counterpart Contributions.
- Provide input to the Chief of the Unit.
- Provide ad-hoc reports to the Chief of the Unit or other UNEP/DEPI management.
- Support and facilitate preparation and approval of projects:
- coordinate the preparation of projects in cooperation with concerned UNEP Programme Managers and/or external implementing organizations ensuring that project documents and revisions are:
- Consistent with the strategies, objectives and goals approved by the Governing Council of UNEP.
- Consistent with approved UNEP work programmes and management directives, and in accordance with UNEP guidelines on project design.
- Within allocated resources and in accordance with UN and UNEP financial rules and regulations:
- Support and provide direct professional guidance in all aspects of programme structuring and project design.
- Provide direct input particularly in the planning of resource utilization and budgets.
- Facilitate the approval of projects and revisions within UNEP.
- coordinate the preparation of projects in cooperation with concerned UNEP Programme Managers and/or external implementing organizations ensuring that project documents and revisions are:
Eligibility Criteria
Applicants must have-
- Advanced university degree (Master’s degree or equivalent) in Accounting, Business Administration, Finance, Economics or Law or related fields is required.
- A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
- Minimum of five years of relevant working experience in financial management, administration and planning is required.
- Strong experience in management of public funding, grant management and interaction with public funding institutions in an international context is highly desirable.
- Knowledge of Enterprise Resource Programs and computer accounting and management systems is desirable.
- Fluency in oral and written English is required. English and French are the working languages of the United Nations Secretariat.
- Knowledge of other UN official.
