The Principal Financing Partnership Specialist will enhance management and accessibility of financing partnerships data through delivering the Partner Fund Management System (PFMS) Project phase 2 as the product owner1.dministration of external financing (loans, investment grants and technical assistance grants).

The Principal Financing Partnerships Specialist will perform the following functions-

  • Management of PFMS and Related Modules
    • Oversee ongoing PFMS phase 1 operations.
    • Prepare and implement PFMS phase 2 project as the business owner, in collaboration with OIST and vendors to develop an effective functional architecture and to develop the associated project design.
  • Maintenance and Enhancement of Existing Systems and Databases
    • Oversee enhancements to existing systems and databases and rollout to user, including training.
    • Develop the templates for management reports.
  • Automation and Business Process Reengineering
    • Support the Strategy, Policy and Review Department (SPD) for mapping of the business process flow for cofinancing initiation and processing in relevant departments, and leads discussion with SPD on proposals for business process reengineering, standardization and harmonization of such flow, and development of proposal for automation.
    • Oversee mapping of the business process flow for cofinancing administration in relevant departments, development of proposals for business process reengineering, standardization, and harmonization of such flow and development of proposal for automation.
  • Data Quality Management, Analysis and Reporting
    • Prepare business processes for ensuring accuracy, completeness, consistency, timeliness, validity, and uniqueness of cofinancing data.
    • Lead the team responsible for data’s accuracy, completeness, consistency, timeliness, validity, and uniqueness, and enhancing management information system reports.
    • Oversee data analysis, presentation, and visualization for standardized reports reflecting the needs of the MIS report recipients
  • Knowledge Sharing and Communications
    • Works proactively with stakeholder departments to enhance data quality at entry and processing
    • Promote broader understanding on system enhancements to increase work process digitization and streamlining.
    • Close collaborates with ADB’s Data Management Sub-Committee; relevant internal departments, especially cofinancing data users, and OISTR; vendors; peer organizations; and external financing partners.
  • Staff Supervision
    • Provide leadership, mentoring and support to the reporting staff.
    • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.

Eligibility Criteria

  • Master’s degree or equivalent in IT, business management, economics or related specialized fields.
  • University degree in IT, business management, economics or related fields, combined with specialized experience in similar organization/s may be considered in lieu of a master’s degree.
  • At least 12 years of relevant professional experience of project management, IT, development finance operations, or financial administration.
  • Proven track record of development finance administration, IT & data analysis, project management, and business process reengineering.
  • Superior communication and negotiation skills including excellent written and oral communications skills in English.
  • Strong analytical and strategic thinking skills.
  • International experience of living and working in multi-cultural environment in several countries.
