Senior Financing Partnerships Specialist at ADB, Manila, Philippines

Asian Development Bank (ADB) is currently seeking applications from eligible applicants for the post of Senior Financing Partnerships Specialist in Manila, Philippines. The duration of this post is 3 years.

The Senior Financing Partnerships Specialist will lead in supporting trust fund managers and operations departments for the administration of external financing (loans, investment grants and technical assistance grants).

Key Jobs Responsibilities

The Associate Operations Analyst will perform the following functions-

  • Project-specific Cofinancing Administration
    • Lead provision of administrative services to cofinance finance partners and ADB’s operations departments.
    • Lead provision of support to project teams relationship managers, and OGC to check on the implementation arrangement for cofinance agreements.
    • Lead facilitation of reporting and other relevant obligations imposed by financing partners for project-specific cofinancing.
  • Trust Funds Management and Project Processing Support for Trust Fund Financing
    • Act as fund manager for assigned trust funds, and leads supporting processing of projects and TA for financing by relevant trust funds, financing by relevant trust funds, assessing funding proposals for investment grants and grants for technical assistance in accordance with all applicable trust fund criteria and requirements.
    • Lead replenishment initiatives in consultation with the Strategy, Policy and Review Department and, with the Office of the General Counsel, negotiates related contracts.
  • Trust Fund Management Support Services
    • Lead in provision of support to trust fund managers throughout ADB in operationalization, replenishment process streamlining, and in effective and efficient deployment of funds under management, including supporting the design and implementation of IT solutions to fund managers and users, and closure.
  • Knowledge Sharing
    • Lead in promotion of better utilization of trust funds and compliance with ADB’s cofinancing obligations in ADB, through in-house staff training events with high utilization of digital and print media.
  • Staff Supervision
    • Provide leadership, mentoring and support to the reporting staff.
    • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
    • Ensure on-going learning and development of reporting staff.

Eligibility Criteria

Applicants must have-

  • Master’s degree or equivalent in business management, economics or related specialized fields.
  • University degree in business management, economics or related fields, combined with specialized experience in similar organization/s may be considered in lieu of a master’s degree.
  • At least 10 years of relevant professional experience in finance, or financial administration.
  • Proven track record of leading on matters such as corporate governance, fiduciary duties, due diligence, contract drafting and negotiation, fundraising, fund governance, financing, cross-border transactions, data protection, privacy and investment activities.
  • Established track record of mobilizing funding and contributing to the development goals of development partners from public and private sectors.
  • Commercial experience with banking, finance and fund management, including knowledge of best practices and compliance, regulatory and reporting requirements.
  • Knowledge of intellectual property and emerging technologies (e.g., artificial intelligence, data analytics, blockchain, etc.) that will benefit ADB’s development goals and the management of ADB’s cofinancing operations.
  • Knowledge of ADB’s trust funds and related cofinancing operations, including the relevant policies and procedure.
  • Proven experience in creating, implementing and overseeing relevant policies and procedures (e.g., fund management, etc.), including actual experience in leading the efforts for internal and external education for such policies and procedures.
  • Superior communication and negotiation skills, including excellent oral and written communications skills in English.
  • Strong analytical and strategic thinking skills.
  • Ability to identify and mitigate legal and compliance risks, while achieving ADB’s strategic goals.
  • Strong attention to detail and corporate record-keeping, with a hands-on approach to business matters.
  • International experience of living and working in multi-cultural environments in several countries.
