Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Senior Project Officer (Financial Sector) in Islamabad, Pakistan. The duration of this post is 3 years.

The Senior Project Officer Contributes to the Pakistan Resident Mission (PRM) and Public Management, Financial Sector, and Trade Division (CWPF) by leading financial sector related activities in PRM, including support to Office of Public Private Partnership (OPPP).

The ADB aims for an Asia and Pacific free from poverty.

Key Jobs Responsibilities

The Senior Project Officer will perform the following functions-

  • Lead sector team at PRM, lead the business development for transaction advisory services and on new initiatives in Islamic, infrastructure finance (including PPP and SME), and other innovative projects and the implementation of the Financial Sector and Public-Sector Management projects.
  • Maintain close liaison with important government officials, financial sector players and other relevant stakeholders. Provide support for policy dialogues with government on policy matters and institutional issues.
  • Maintain close cooperation with other international donors and undertakes meetings and consultations with them, especially in areas relating to donor coordination and harmonization in sector work.
  • Maintain close coordination with development partners active in the assigned sectors, including through the Local Consultative Group mechanism, in order to ensure complementarity of initiatives and pursue opportunities for collaboration.
  • Raise awareness and recognition about ADB’s activities in the financial sector, public financial management, activities related to PPP development, through active dialogues with key officials and market players.
  • Participate in Project/Program Reviews or Country Portfolio Review missions as a mission member when required. Support and participates in meetings, conferences, seminars, and workshops, produce reports, as required, on the tasks undertaken in relation to the above.
  • Perform other duties that may be assigned as reflected in the incumbent’s work plan.

Eligibility Criteria

Applicants must have-

  • Master’s Degree, or equivalent, in economics, finance, management or related fields.
  • At least 10 years of relevant professional experience in project management, and implementation; and at least 6 years of supervisory experience.
  • Demonstrated expertise and experience within the assigned sector.
  • Experience in financial sector with understanding of infrastructure finance, banking, capital markets and public sector management.
  • Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable.
  • Sound knowledge of government administrative systems and procedures.
  • Familiarity with accepted best practices of procurement and disbursement processes.
  • Effective report-writing and communication skills in English.
  • Nationality of Pakistan.
