The purpose of the Business Climate Advisor is to provide demand led technical assistance to local actors (in liaison with EU delegations, DFIs and other development actors) in improving the business climate for investments especially in the SME sectors for job creation.

The Business Climate Advisor will perform the following functions:

  • Support the Project Management Unit in demand creation for Technical Assignments on Business Climate in ACP countries.
  • Analysis of requests for country support demands and first appraisal for approval of missions.
  • Coordinate with co-implementing agencies to select, prioritize and assign support missions.
  • Planning, coordinating, monitoring, evaluating the portfolio of approved support missions.
  • Technical backstopping to missions with analysis of investment constraints, evidence building for policy/regulatory changes assessing opportunities and aspects of public private dialogue for Business Environment Reform.
  • Occasionally participating in short term missions to countries.
  • Support project manager in a learning and knowledge agenda on business climate improvements and liaise with co-implementing organisations, Development Finance Institutions (DFI’s) and other financial institutions and businesses & knowledge networks/platforms.
  • Provide technical input to and advice on the design of Business Climate/ business enabling environment reform projects.
  • On behalf of SNV, liaison with EU institutions in Brussels, in particular DEVCO.

Eligibility Criteria

  • Graduate degree (preferably post graduate) in Business Economics, Finance/investment promotion, or related field.
  • Minimum 5 years of relevant work experience – especially some years of experience in designing, managing and/or monitoring programmes related to improving the business climate for investments, in particular through public-private sector dialogue.
  • Affinity with private sector and understanding of investment constraints both policy/regulations and sector – technical and at the same time knowledgeable on government policy reform and ability for trust building.
  • Excellent networking capacities with private sector, African governments and development finance institutions.
  • Experience in working with European Commission in Brussels (DEVCO) and/or EU delegations in the ACP countries.
  • Experience in demand-driven support projects, including call for proposals, proposal evaluation and selection, contracting and assignment to various flexible teams and programme reporting/monitoring of results.
  • Knowledge of budget development, project planning, M&E.
  • Team player, strong facilitator and an excellent communicator and relationship builder in English. French Language is a strong advantage.
  • Flexibility in frequent travel.
