The World Food Programme (WFP) is currently seeking applications from the eligible applicants for the post of Head of Support Services in Monrovia, Liberia.
The Head of Support Services will be responsible to lead the Support Services – Provision of Support Services functions within a Country Office in transition from primarily humanitarian to development work, including Finance, Budget & Programming, Administration and IT to ensure that the Management, Programme and Field Operations can focus unhindered on their respective areas of responsibility.

Key Job Responsibilities
The Head of Support Services will perform the following function-
- Manage Finance, Information Technology, Budget & Programming and Administration teams in the Country Office (CO) in line with WFP corporate strategies and policies to achieve operational cost efficiency and to ensure the continued development of a cohesive team.
- Support corporate finance and resource management strategies by contributing to the development of polices and procedures for the CO, participating in key programmatic initiatives and embedding value for money in these initiatives through advice on financial assessment, reporting and accounting.
- Oversee and/or participate in the development and implementation of procedures for budget and programming activities (including PSA; Management Plan; CSP budget; and extrabudgetary items), ensuring that objectives are achieved in compliance with corporate, regional and functional strategies, and in the creation and review of budgets.
- Monitor ongoing project performance against budget, ensuring adherence to guidance and policies and providing both financial and budgetary advice to optimize utilization of resources.
- Monitor and provide advice on fund utilization and advance financing, loans and borrowings, repayment and refinancing arrangements; alerting the CD/DCD to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses and proposing appropriate solutions.
- Monitor and manage the resource pipeline to maximize operational effectiveness, adhering to standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.
- Oversee and the timely processing of all financial transactions and financial reporting in accordance with the WFP’s financial rules and regulations and internal control framework.
- Ensure correct budget and project documentation is created and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures.
- Analyze data and propose well-researched ideas to Management for improvements to systems, techniques, tools, processes and procedures to better monitor and manage budgets and funds.
- Provide oversight in the delivery of efficient and effective IT and Telecommunications services, providing sound, innovative solutions that enable staff to deliver food assistance to beneficiaries, in line with WFP strategy.
- Oversee the delivery of quality, customer-faced, value for money administrative services, to enable staff in the country to deliver food assistance to beneficiaries effectively.
- Represent the functional areas supervised at internal meetings/committees/working groups, in order to contribute to discussion of key issues from a budget, resource programming, financial and administrative perspective to ensure an integrated approach to food assistance.
- Manage junior officers / staff to ensure appropriate development and enable high performance through training, coaching and mentoring.
- Other accountabilities, as required.
Eligibility Criteria
Applicants must have:
- Advanced University degree in a relevant subject Business Management, Accountancy, Finance, Economics or other related field.
- First University degree with additional years of related work experience and/or training/courses.
- 5 or more year’s of relevant progressively responsible experience in managing large scale budgets, increasing numbers of staff and oversight of multiple areas of responsibility.
- Theoretical understanding of development and humanitarian work with an emphasis on food and nutrition security.
- Ability to analyse complex financial data and forecasting.
- Technical knowledge in financial and budget processes for operations.
- Fluency (level C) in English language.
