Key Jobs Responsibilities

The Procurement Officer will perform following functions-

  • Liaison with sections and Zonal Offices to compile the office annual procurement work plan and define the appropriate actions for contracting goods and services.
  • Review Terms of References (TORs), Evaluation criteria and develop Invitations to Bid and Requests for Proposal for commercial contracts.
  • Manage the evaluation process, holding bid conferences, receiving bids and proposals, setting up technical evaluation committees and chair meetings to review and finalize point ratings, clarifying all aspects of proposals including technical, pricing, and terms, chairing meetings between the evaluation team and the proposers for further clarifications, and preparing the evaluation summary for the Contract Review Committee.
  • Assist to negotiate contracts, Purchase Orders, Long Term Arrangements, and Memorandum of Understanding (MOU) including pricing, statements of work, terms and conditions.
  • Evaluate and qualify companies, institutions and individuals providing services to UNICEF and monitoring performance.
  • Assess technical capability and financial health in order to qualify companies as potential contractors for UNICEF.

Applicants must have-

  • First level University degree (Bachelor’s or equivalent) in business administration, finance, social development or a related field is required.
  • Specialized training in financial analysis, contract law, litigation and arbitration law, and procurement processes is an asset.
  • At least 2 years of professional work experience (international and national) in Business Management, Procurement, Finance or equivalent is required.
  • Knowledge of worldwide procurement, contract negotiations and administration is desirable.
  • Additional years of relevant experience in the above mentioned fields is an asset.
  • Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is considered an asset.
  • Fluency in Portuguese and English is required.
  • Nationality of Brazil.
