Asian Development Bank (ADB) is currently seeking applications from eligible applicants for the post of Rural Development Specialist/Senior Rural Development Specialist in Manila, Philippines. The duration of this post is 3 years.

The Senior Rural Development Specialist will lead in the formulation and articulation of sector policy and strategies, engaging South Asian Developing Member Country (DMC) governments in policy dialogue on rural infrastructure development and conduct ADB’s activities to support sector policy and reforms.

The ADB aims for an Asia and Pacific free from poverty.

Key Jobs Responsibilities

The Rural Development Specialist/Senior Rural Development Specialist will perform the following functions-

  • Lead policy dialogue with DMCs to advance policy and institutional reforms in the rural infrastructure development, including rural road network development, irrigation facility development, flood management, asset management/maintenance, institutional capacity, and community development.
  • Oversee and coordinate provision of rural development related inputs to Country Partnership Strategy (CPS) and Country Operations Business Plans (COBP), development of global strategies and initiate technical assistance as necessary in consultation with national and regional organizations and international financial agencies including intra-regional exchange of experiences, best practices and lessons.
  • Lead in the development, processing, administration and implementation of loan and TA projects in the rural infrastructure development, covering both developmental impact and project management aspects.
  • Liaise with and coordinate with development agencies on development of TA and investment projects and ensure key technical, economic, financial and crosscutting issues are incorporated into projects.
  • Lead, develop and maintain a knowledge base and network in rural development to keep abreast of the latest developments and issues. Substantially contribute to activities for sector group discussion and knowledge building around rural infrastructure development issues.
  • Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.

Eligibility Criteria

Applicants must have-

  • At least 8 years of relevant professional experience, with and hands-on experience in project processing and administration of rural infrastructure projects.
  • Proven mission leadership capability, with processing at least 3 loan projects and the supervision and administration of loan and TA projects involving the policy dialogues.
  • Master’s degree in civil engineering.
  • Experience in the procurement and administration of large works and/or goods contracts and accreditation in PASS for procurement and consulting services.
  • Strong interpersonal and cross-cultural skills to liaise effectively with government officials, staff and management of executing agencies, representatives of civil societies and other agencies engaged in the rural infrastructure development.
  • Excellent oral and written communication skills in English.
  • International experience working in development in several countries; experience in South Asia is an advantage.
