World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Budget Officer in Brazzaville, Congo. The duration of this post is 2 years.

The primary role of WHO is to direct and coordinate international health within the United Nations system.

Key Jobs Responsibilities

The Budget Officer will perform the following functions-

  • Assist with the development of the PB allocations and its distribution across Budget Centres.
  • Manage programme budget allocations in General Ledger based on approved decisions from budget holders; assist with the review of work plans and control planned costs against budget allocations.
  • Monitor planned costs against budget allocations in the proposed work plans and facilitate modifications as appropriate.
  • Follow up and record all budget revision requests (BRR) for budget allocation increase or shift from Budget Centres.
  • Assist with the preparation of the Journal Voucher based on BRR for its implementation by PRP/HQ.
  • Provide assistance and guidance for Budget Planning and monitoring.
  • Develop and implement a template to standardize costing elements and monitor the implementation.
  • Provide necessary support to the operational process and the technical and financial monitoring of the implementation of work plan.
  • Contribute to the initiation and revision of planning elements in PBM activity and HR plans.

 Eligibility Criteria

Applicants must have-

  • University degree in accounting, finance, planning, public or business administration or a closely related field.
  • Accounting or financial management qualification/certification or a degree of Master of Business Administration (MBA) or Planning would be an asset.
  • At least 5 years experience in the development and implementation of budget allocations and the preparation of analytical reports.
  • At least 5 years of professional experience in management/planning as well as budget preparation and implementation; at least 3 of which are for international programmes.
  • At least 3 years experience working in WHO would be an asset.
