The Safety Coordinator will be responsible for supporting the development and implementation of the DRC Safety Risk Management (SRM) system throughout the DRC areas of operation in Ethiopia and Djibouti.

DRC fulfills its mandate by providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities in the conflict areas of the world.

Key Jobs Responsibilities

The Country Safety Coordinator will perform the following functions:

  • Facilitate compliance audits as part of the Safety Risk Management (SRM) system, including Minimum Operating Safety Standards (MOSS) and Safely Level System (SLS) audits. 
  • Training of local staff and mentoring of Local Safety Officers (LSOs) and Safety Focal Points (SFPs), including Personal Awareness and Safety Training, staff inductions, and training on Standard Operating Procedures (SOPs).
  • Assess safety risks for DRC programmes in Ethiopia and Djibouti to facilitate programme delivery. Assessments will be undertaken as described in the DRC organizational handbook. 
  • Facilitate the implementation of the SRMS, including undertaking minimum operating safety standards (MOSS) and safely level system (SLS) audits on a quarterly basis and/or as needed.  
  • Ensure safety improvement plans (SIPs) are drafted and finalized/approved with Area Managers and the Country Director. 
  • Assist in the implementation of safety management policies, protocols and procedures,including Safety Improvement Plans (SIPs). 
  • Facilitate programme access and continuity through the provision of dependable advice,weekly sit-reps, and safety advisories, as needed.
  • Responsible for ensuring that Local safety rules (LSRs), standard operating procedures (SOPs)are established and updated quarterly or as needed. 
  • Maintain current safety risk assessments (SRAs) for all DRC sites in Ethiopia and Djibouti. 
  • Maintain relevant safety documentation, such as SOPs, LSRs, pre-arrival briefings and contingency plans, plus records of safety incident and training registers. The online safety level system will be kept accurate for all program sites. 
  • Visit each field office a minimum of every 2 months and review the MOSS in liaison with the Area Managers. 
  • Any other duties as directed by the Country Director.

Eligibility Criteria

Applicants must have:

  • BA degree in relevant fields.
  • Experience and technical competencies: (include years of experience).
  • Fluent in written and spoken English.
  • Experience working with NGOs/International Organizations in a complex humanitarian context.
  • Previous management and/or supervisory experience, preferably in an NGO. 
  • Military and/or Police experience is not required; NGO safety management experience is desirable.
  • Stable, moral and robust character and a good team-player. 
  • Willingness to travel widely throughout Ethiopia, Djibouti and the HoA&Y region.
  • Excellent communication skills, both verbally and in writing, including negotiations and mediation.
  • Previous experience as a trainer/instructor/teacher. 
  • 4 years of proven and relevant work experience.   
  • Strong interpersonal and communication skills and the ability to work under pressure to tight deadlines.  
  • Excellent skills in the use of computers (MS Word, Excel, outlook Power Point). 
  • Nationality of Ethiopia.
