Team Leader – Effective Governance at UNDP, Suva, Fiji

United Nations Development Programme (UNDP) is currently seeking applications from the eligible applicants for the post of Team Leader – Effective Governance in Suva, Fiji. The duation of this post is 1 year.

The Team Leader – Effective Governance is responsible for providing advisory support to Country Offices through the SIDS Engagement Network as well as ensuring quality assurance of the programme interventions under her/his oversight.

UNDP works in nearly 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion.

Key Job Responsibilities

The Team Leader – Effective Governance will perform the following functions-

  • Provide strategic direction, management and necessary cross–practice coordination to lead the work of the EG Team
    • Lead the work of the EG Team through provision of strategic direction and as necessary cross–practice coordination.
    • Advise and support Senior Management on developments in the EG portfolio in the Pacific.
    • Contribute to corporate planning, evaluation and results reporting (UNPS / UNDAFs, CCA, Sub-Regional Programme Document (SRPD), Regional Programme Document, ROARs, IWPs, Regional Project Boards, donors, etc.).
    • Provide advisory support to Country Offices in the Pacific to plan, develop and implement EG programmes, and lead/coordinate EG related support to the SIDS Engagement Network.
  • Programme Support and Policy Advice
    • Execute policy, strategy, and programme initiatives to support key results, outcomes, and outputs of the Strategic Plan.
    • Support country offices in developing and implementing strategic frameworks, programmes, and projects.
    • Coordinate the production of relevant analysis and guidance for policy advice and programme support that responds to country office needs.
    • Apply multi-disciplinary approaches, including through setting up, coordinating, and engaging with Development Solution Teams (DSTs), to deliver advisory services and programming needs in line with emerging client needs and corporate standards, as well as maintaining and developing networks of experts in UNDP’s areas of work.
  • Support Policy Development
    • Support policy development and innovation through consolidation of relevant lessons from projects and programmes;
    • Identify gaps and opportunities for development of new policies and guide the overall team priorities and work plans;
    • Provide Quality Assurance to ensure alignment with global development policies, norms and standards;
  • Policy Positioning and Representation
    • Prepare briefing notes and speeches; Advocate for the importance of the thematic area in various fora at the regional level, including with academia and civil society, with a view to deepen related political commitment and related reforms;
    • Engage in UN interagency coordination in relevant policy areas by organizing and participating in regional meetings;
  • Partnerships and Resource Mobilization
    • Lead for the UNDP Pacific Office in Fiji on resource mobilization efforts for projects and programmes in the thematic area;
    • In collaboration with BERA engage with regional partners and develop/implement resource mobilization plan under corporate guidelines, including to fulfill corporate and donor reporting, advocacy and information-sharing requirements.
  • Knowledge Management
    • Coordinate team contributions and support to corporate KM activities, at region-specific level to help influence/advance policy dialogue in the thematic area in collaboration with policy teams at HQ and in Regional Hubs.
    • Disseminate good practices both within and from the Pacific to a wider audience through knowledge sharing and document lessons learnt.

Eligibility Criteria

Applicants must have-

  • Advanced university degree (Master’s or equivalent) in political science, law, economics, social sciences or related disciplines.
  • 7 years of professional work experience providing policy advice and programme support in the area of effective governance, preferably with some experience in Small Islands Developing States context.
  • Experience working in developing country settings is required and experience in crisis contexts is an asset.
  • Fluency in English, both written and oral. Working knowledge of another UN language preferable relevant to the region in which this position is based will be an asset.
