United Nations International Children’s Emergency Fund (UNICEF) is currently seeking applications from eligible applicants for the post of Chief Emergency in Kinshasa, Democratic Republic of Congo. The duration of this post is 7 months.

Key Jobs Responsibilities
The Chief Emergency will perform the following functions:
- Maintain a healthy, respectful, safe and secure work environment that complies with UNICEF’s zero tolerance commitment against all forms of harassment and abuse and with United Nations Security Management System (UNSMS) provisions for my duty station.
- Lead and provide technical expertise for the development of convergent and integrated emergency programme strategies and response.
- Engage and support engagement with the inter-agency coordination fora in order to influence the overall humanitarian strategy, advance UNICEF’s priorities and highlight humanitarian gaps. Maintain continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors for an effective emergency response in all sectors.
- Ensure that the UNICEF support is effectively provided to the government with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitment for Children.
- Participate in the formulation and development of plans of action in preparation and response to emergencies, and monitors compliance of all sectors with emergency plans of action, including financial resources.
Eligibility Criteria
Applicants must have:
- Advanced University Degree (Master’s or higher) in one of the following fields social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines.
- Preferably a combination of management, administration, and relevant technical fields.
- University Degree in a relevant field combined with 8 additional year’s professional experience may be accepted in lieu of an Advanced University Degree.
- Minimum 10 year’s progressively responsible professional in managing of emergency programmes/projects and emergency teams in complex emergencies including displacement context and public health emergencies (displacements, disasters management, public health emergencies, others).
- Previous experience in coordinating Emergency response with UNICEF is highly desirable.
- Experiences in rapid response programme is an asset.
- Fluency in English and French is required.
- Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
