Climate Change Officer at ADB, Manila, Philippines

Asian Development Bank (ADB) is currently seeking applications from eligible applicants for the post of Climate Change Officer (Climate Change Adaptation) in Manila, Philippines.

The Climate Change Officer (Climate Change Adaptation) will provide support in mainstreaming climate change adaptation in ADB operations across sectors, reviewing adaptation-related features in project design, accessing and reporting climate change adaptation financing, support knowledge generation, capacity building and dissemination, technical assistance (TA) processing and administration, work program preparation and monitoring of ADB’s adaptation program.

Key Jobs Responsibilities

The Climate Change Officer will perform the following functions-

  • Assist SDCD in providing support to operations departments, to ensure integration of adaptation and resilience objectives in country partnership strategies (CPS) and project design and implementation.
  • Assist in the review of projects and TAs to ensure mainstreaming of climate change adaptation.
  • Support SDCD in the administration of TAs related to adaptation including selection and supervision of consultants to ensure quality of outputs.
  • Provide support to SDCD and Operations Departments in accessing and coordinating various climate change adaptation financing facilities such as the Pilot Program for Climate Resilience (PPCR), and the Green Climate Fund (GCF) and the ADB’s Climate Change Fund (CCF).
  • Review relevant documents and assist Operations Departments (ODs) in preparing concepts/proposals and other requirements of various financing facilities.
  • Assist SDCD in monitoring and reporting climate change financing and ensure consistency with the framework as agreed with the other multilateral development banks (MDBs).
  • Assist in preparation of SDCD knowledge products by contributing content, ensuring quality control and making them available to a wider audience through Sector and Thematic Groups, ADB internal and external website, Asia Pacific Adaptation Network (APAN), and learning seminars.
  • Prepare briefing notes, presentation materials, speech for workshops, conferences, meetings and seminars, on climate change and disaster risk management including those for senior staff and Management.
  • Provide support to ADB’s Adaptation and Land Use Working Group (ALUWG) and ADB’s participation to external networking and knowledge sharing venue such as the Asia Pacific Climate Change Adaptation Forum.
  • Assist SDCD in organizing climate change and disaster risk management workshops for ADB staff and DMC representatives.

Eligibility Criteria

Applicants must have-

  • Bachelor’s degree in the field of environmental/climate science, civil engineering, economics or any relevant fields preferably with advance training.
  • At least 8 years relevant professional experience in the climate change adaptation or related field.
  • Proficiency in the field of adaptation planning and management is required.
  • Familiarity with ADB’s climate change program and climate risk management approach and process are desirable.
  • Working knowledge of ADB-adopted computer applications is desirable.
  • Excellent written and verbal communication skills in English is required.
