The Senior Health Specialist will lead the Primary Health Care Performance Initiative’s analytical agenda. The senior health specialist will also work very closely with colleagues within the HNP GP, especially within the Service Delivery and the Decision and Delivery Science GSGs.

The Senior Health Specialist will perform the following functions-

  • Provide technical support to task teams for the systematic diagnosis of PHC performance bottlenecks using the PHCPI analytical toolkit (with a strong focus on quality of care and efficiency measurement) during the preparation, design and implementation of analytical and advisory services and lending operations, with a specific emphasis on quality of care for RMNCH services.
  • Provide technical leadership for the development of analytic products that identify variation in PHC quality of service delivery (especially for women and adolescents) and system performance within and across countries, the causes of this variation and opportunities for improvement interventions during the preparation, design and implementation of analytical and advisory services and lending operations.
  • Provide technical support to the design of training programs and guidance materials that streamline current and future PHCPI partners through the country engagement process.
  • Provide technical support to the other PHCPI streams of work including measurement, knowledge and advocacy related to PHC performance improvement.
  • Provide technical support to the DDS and Service Delivery GSAs: support the TTLs in the coordination of the activities, the development of joint initiatives with other GSGs, development of knowledge tools and communication efforts.

Eligibility Criteria

  • An advanced degree in Public Health, Public Administration, or related Social Sciences.
  • At least 5-10 years of relevant experience; PhD preferred.
  • Deep understanding of available household, facility and routine data sources for the measurement of PHC quality of service delivery and system performance in Low and Middle-Income countries.
  • Experience in data collection preferred.
  • Strong track record in PHC service delivery and performance measurement across countries in Africa, Asia and Latin America with proven ability to use analytics to inform high-level policy dialogue.
  • Proficiency in measurement of quality of care.
  • Proven proficiency in statistical analyses using STATA, Python, SAS or SPSS.
  • Strong track record in the design and implementation of primary health care systems strengthening projects with a focus on maternal, child and adolescent health.
  • Deep understanding of primary health care systems challenges to achieving UHC.
  • Knowledge of the preparation and supervision of IDA/IBRD-funded projects, and/or Trust Funds, is desirable.
  • Experience in multiple regions and in fragile or low-income contexts is desirable.
  • Excellent English and Spanish-language written and oral communications skills (with a track record of contributions to internal and external publications).
  • Proficiency in other languages such as French and Portuguese is preferred.
  • Experience in international development, and experience working with multilateral institutions is desirable.
  • Diplomatic and client-engagement skills, and proven success working both as a team member and as a team leader.
  • Proactive and result-focused work style with strong problem-solving capabilities.
