The HR Officer will be responsible for recruitment filing in soft and hard and proper documenting interview and test results.

The HR Officer will perform the following functions:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines.
  • Implement delegated Core competency (CC) project portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Promote and share ideas for technical improvement.
  • Provide advice and assistance to Hiring Coordinator/Manager on job requirements, recruitment process, selection of interview panel, preparation of Interview Plan and preparation of job descriptions.
  • Initiate recruitment processes, ensure of approved documentation, advertise new posts on ACBAR webpage and other approved sites, and organize short-listing process.
  • Review and feedback on shortlisting, interview plan and testing.
  • Organize interview process and testing process, including collection of required documentation (ID Card, References, education verification etc.)
  • Chair the interview process, documenting interview and test results.
  • Help, conduct, document and verify references in consultation with hiring manager ensure job contract and all HR/administrative documentation for personnel file is complete.
  • Ensure that all HR documentation is completed and filed, and that personnel records are complete and kept confidential.
  • Provide backup for other HR staff in Kabul and the field as necessary
  • Ensure transparency in the recruitment process and make sure all the vacant positions in central region are filled with high quality.
  • Support HR Coordinator (recruitment and Administration in HR day to day business.
  • Keep track of all national recruitment in central region from grade 1 to 6 and facilitate the recruitment process of higher grades.
  • Undertakes other task as deemed necessary in Line with goal providing support to management in country office.

Eligibility Criteria

  • University degree, in Business Administration or related field preferred with specialization in HR.
  • 3-5 years relevant experience in Human Resources Management with International Humanitarian and development organizations.
  • Fluency in English language and local languages.
  • Ability to work as part of a team and independently when required.
  • Responsible, reliable and punctual.
  • Strong communication skills.
  • Knowledge of HR practices.
  • Nationality of Afghanistan.
