Danish Refugee Council (DRC) is currently seeking applications from eligible applicants for the post of Human Resource Officer in Kabul, Afghanistan. The duration of this post 1 year.

The main objective Human Resource Officer is to ensure and effective service delivery in one of the HR main service areas with a main focus on Recruitments in the country.

DRC fulfills its mandate by providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities in the conflict areas of the world.

Key Jobs Responsibilities

The Human Resource Officer will perform the following functions:

  • Prepare recruitment plans for the country program.
  • Coordinate the recruitment process for national staff, ensuring that its done as per DRC set standards and in accordance with the national labor laws.
  • Ensure that all recruitments have been authorized by the CD or his/her designate before the announcement/advertisement is made.
  • Take lead and guide the recruitment process by ensuring that recruiting managers as a minimum conduct interviews and reference checks before offer letters are made to successful candidates.
  • Ensure that all recruiting managers have been trained on the recruitment processes and procedures and ensure that they are singing the approved recruitment tools and templates at all times.
  • Perform Job Analysis prior the start of recruitments along with the recruitment requester.
  • Prepare ToRs for different position as needed and making sure its signed duly by newly hired employee and the supervisor and filed properly.
  • Prepare completed recruitment documentation upon completion of the recruitment process and handing it over to HR Officer for filing.
  • Perform any other duties as may be assigned from time to time.

Eligibility Criteria

Applicants must have:

  • Bachelor’s degree in Business Administration / Commerce with concentration to Management / Human Resources.
  • Minimum 3 years relevant experience in HR management, administration, change management, and/or organizational development.
  • Experience in conducting recruitment processes in humanitarian set up.
  • Experience working in multi-cultural work settings.
  • Technical skills in HR management, preferably including recruitment and selection, learning and development, performance management.
  • Knowledge of Dari/Pashtu is an added advantage.
  • Fluency in spoken and written English.
