Norwegian Refugee Council (NRC) is currently seeking applications from eligible applicants for the post of Human Resources Manager in Cox’s Bazar, Bangladesh. The duration for this post is 3 months.
The purpose of the Human Resources Manager is to be responsible that the HR system is according to NRC standard and to support programme/project implementation.
NRC provides assistance, protection and durable solutions to refugees and internally displaced persons worldwide.
Key Jobs Responsibilities
The Human Resources Manager will perform the following functions-
- Together with CD, lead the scale-up of the NRC Bangladesh country office.
- Contribute to the Country Strategy, including design of overall country operation structure.
- Ensure that country set-up adheres to Employment standards, HR policy and other NRC policies.
- Training, support, control and development of HR teams.
- Support and train of all staff with HR responsibilities/ personnel management.
- Management of the HR team.
- Oversee recruitment and induction of new and replacement staff as the organisation scales up and prepares to introduce additional core competencies/programmes.
- Oversee the adaptation of NRC HR policies and procedures to the Bangladesh context, including the adaptation of NRC’s Terms of Employment to the Bangladesh Labour Law.
- Plan and roll-out NRC’s Induction package, NRC Way, for all staff.
- Be the focal point for ensuring processes and procedures are in place to ensure Duty of Care for all staff.
- Work closely with NRC Regional and Global HR to roll-out additional measure for the Prevention of Sexual Exploitation and Abuse (PSEA).
- Lead the development of NRC Bangladesh’s income taxation policy for international staff.
- Oversee the collection and management of all Country Office HR data and produce regular reports.
- Ensure that all HR data is stored in compliance with data protection requirements.
- Work to promote gender equality in the organisation, including through careful research of obstacles to female staff recruitment, retention and promotion, in the Bangladesh context.
- Responsible for ensuring the NRC pay structure for national staff is relevant and in Bangladesh and in line with NRC policy.
Eligibility Criteria
Applicants must have:
- Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context.
- Experience from working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Knowledge of the context in Bangladesh a significant advantage.
- Knowledge of the local language (Bangla) preferable.
- Experience with start-up and international staff taxation advantageous.
- Fluency in English, both written and verbal.
- Valid driver’s license.
