The Livelihoods Officer is responsible to ensure that activities are conducted as planned and timely. S/he will prepare weekly working plan with the Team leader and will provide weekly report about achievements and challenges/solutions adopted or recommended.

DRC fulfills its mandate by providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities in the conflict areas of the world.

Key Jobs Responsibilities

The Livelihoods Officer will perform the following functions:

  • General Programming & operations (40%)
    • Ensure that activities are planned and implemented properly and timely.
    • Provide inputs to Team Leader to be translated into actions to improve implementation.
    • Map, identify and develop relationships with relevant external service providers and stakeholders as requested by management.
    • Maintain the relationships with the external service providers and communicate all relevant information to the implementing partners in a structured and timely manner.
    • Analyse at all times the changing needs amongst Syrians and refugee groups to ensure DRC provides relevant activities.
  • Technical support – interactions with implementing partner (40%)
    • Under the management of the Livelihoods Team Leader and the implementing partner to identify capacity building needs for the implementing team.
    • Provide capacity building to the staff of the implementing partner based on jointly developed capacity building plans.
  • Coordination (10%)
    • Proactively seek for new partnerships for transferrable and soft skills training.
    • Promote and ensure at all times a pragmatic and efficient dialogue as well as networking with local institutions and authorities, private Institutes, workshops, national and international NGOs, etc.
  • Monitoring & Evaluation (5%)
    • Provide regular reporting on indicators, achievements and challenges related to the project in close coordination with the implementing partner
    • Facilitate the qualitative and quantitative monitoring of the project through team meetings, focus group, post-assistance visits, regular reporting and any other monitoring tools.
  • Representation (5%)
    • If requested by the Livelihoods Team Leader, represent DRC in livelihoods working groups and interagency planning workshops.

Eligibility Criteria

Applicants must have:

  • Bachelor’s degree or higher in education studies, business administration, social science, other relevant field.
  • Minimum 2 years of significant experience in livelihood sector working for an INGO.
  • High-level of knowledge and practice with Word, Excel, Outlook, etc. required.
  • Experience in conducting value chain analysis and market assessments (for Livelihood Market Assessment officer this requirement is obligatory).
  • This officer will be under the line management of the Livelihoods Programme Coordinator.
  • Experience in creating and maintaining database and timely collection and analysis of data plus qualification and/or experience in IT (for the Livelihood Officer / Information management this requirement is obligatory).
  • This officer will be under the line management of the Livelihoods Programme Coordinator.
  • Experience working in the humanitarian field (preferably experience from Southern Turkey).
  • Experience in collaboration with partner and with local institutions.
  • Experience engaging with the private sector.
  • Experience in Project monitoring (including reporting and data management).
  • Understand of the rights and protection issues of refugees, children and women – experience working with Syrian refugees is an advantage.
  • An understanding of humanitarian/civil society issues in Turkey and the region.
  • Willingness to relocate to south/south-eastern Turkey, and to travel within and between provinces.
  • Proven analytical and writing skills.
  • Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills.
  • Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment.
  • Ability to provide capacity building support to members of a different organization.
  • Flexible, enthusiastic and willingness to learn from others.
  • Strong initiative and self-motivated.
  • Ability to multi-task and cope with competing demands under tight deadlines.
  • Fluency in English and Arabic (both written and spoken).
  • Turkish is an asset.
  • Fluency in English and Turkish (both written and spoken) is required for the Officers focused on Market assessment and on Database management.
  • Arabic is an asset.
  • Nationality of Turkey.
