World Health Organisations (WHO) is currently seeking applications from the eligible applicants for the post of National Professional Officer in Kuala Lumpur, Malaysia. The duration of this post is 2 years.
The primary role of WHO is to direct and coordinate international health within the United Nations system.
Key Job Responsibilities
The National Professional Officer will perform the following functions:
- Manage the GPL Processing Team by planning, coordinating and overseeing the execution of service provision covering the transactional aspects of goods and services procurement.
- Optimize team performance through motivation, work load management, work flow improvements and the creation of a professional transaction processing environment in order to provide service-oriented, responsive and reliable delivery of services.
- Prepare proposals and implement initiatives to continuously improve the quality of services provided by the team.
- Lead and coach team members in the areas of standards, best practices and policies that apply in carrying out their functions and ensuring that the staff are up to date on the latest versions of same.
- Develop performance indicators and analyze and report on performance information, regularly reviewing procedures and performance statistics to monitor efficiency and effectiveness of the processing service delivery.
- Act as the focal point for purchase order processing related queries from across the WHO organization and provide solutions to issues that may arise.
- Establish and maintain good relations with GPL teams, suppliers, staff in GSC, Headquarters, regional offices, country offices and partner organizations.
Eligibility Criteria
Applicants must have:
- University Degree in a procurement-related field, business or public administration or similar field from an accredited/recognized institution.
- Advanced university Degree or professional qualification in procurement from an accredited/recognized institution.
- Certified training in procurement (CIPS or equivalent).
- At least 5 year’s experience in procurement operations in a recent supervisory role within a large company or organization, preferably at the international level.
- Advanced experience using Oracle e-business suite and/or similar ERP systems.
- Previous experience in procurement or logistics.
- Experience working in a shared services environment.
- Knowledge of purchase to pay processes.
- Knowledge of UN procurement principles and practices.
- Expert knowledge of English.
- Intermediate knowledge of Other WHO language.
