The purpose of a Monitoring & Evaluation Officer Position is to contribute with specific technical competences to project implementation. The main role and responsibilities of this position is to lead the M&E process in Badghis Area, documentation, data collection, preparing monitoring reports, support the program departments.

The M&E Officer will perform the following functions:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Promote and share ideas for technical improvement.
  • Coordinate process of M&E systems for the Badghis Area.
  • Lead the accountability and M&E processes of the Area office including the Spot checks, Exit interview, and any other control measures.
  • Support and contribute to the development of a data management system through documentation, implementation and coordination of standardizes information flow of M&E activities and reporting.
  • Support with needs assessments, monitoring activites and reporting – as required.
  • Support in standardizing M&E across projects.
  • Support in developing data collection methodology and tools, and in actual data collection, as needed.
  • Support in data management and development of clear information flow between program and M&E staff, as needed.
  • Ensure that monitoring data are reported in a timely manner to relevant program and managerial staff.
  • Prepare monitoring reports in a timely manners and disseminate to the relative stakeholders.
  • Capacity building and training of program staff on M&E technical and conceptual areas, as needed.
  • Support the Programme Department in new initiatives, should these arise during the employment period.
  • Other activities agreed and discussed.

Eligibility Criteria

  • A university degree in social science, economics, rural development or in other related fields.
  • Prior experience with monitoring and evaluation required.
  • At least 2 year’s experience in an international NGO preferably in an emergency or post-conflict setting, preferably including M&E capacity and systems development.
  • Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • English language proficiency (speaking, reading, writing).
  • Fluency in Dari, Pashtu.
  • Excellent computer skills, including MS Office (Word, Excel).
  • Nationality of Afghanistan.
