The Logistics and Procurement Manager will perform the following functions:

  • Logistics:
    • Oversee the day-to-day operations of the office by ensuring that all program staff are following the program’s workplace safety and sanitation procedures and regulations.
    • Maintain a filing system that will provide historical records of business correspondence, travels, requests, and utilities.
    • Prepare a monthly report of office supplies utilization and requisition for approval and payment by the Finance Manager.
    • Maintain office efficiency by introducing and implementing office systems, layout, and procurement of equipment.
    • Monitor, identify, and schedule routine maintenance of the program office facilities and vehicles.
    • Arrange and coordinate the travel and accommodation of program staff, activity participants, partners, and office visitors using Palladium corporate travel system.
  • Procurement:
    • Maintain transparent, accountable procurement procedures which adhere to the Australian Commonwealth Procurement Rules.
    • Receive and review procurement requests from the team, identifying additional specifications and other missing detail.
    • Manage the tendering process in accordance with Palladium procurement guidelines and process including; preparing request for tender documentation; advertising; short-listing submissions; chairing / managing the tender evaluation process; undertaking the financial evaluations and ensuring value for money; negotiations and contracting with preferred tenderer.
    • Uphold Palladium’s policy of Zero Tolerance on bribery and corruption, and ensure due diligence is followed.
    • Evaluate and record vendor performance as required including, reliability, quality, price, delivery of goods/services against the concluded contract and the Programs best interests.
    • On an as-needs basis, review and provide recommendations for improvements to internal procurement processes within the program;

Eligibility Criteria

Applicants must have:

  • Relevant hands-on experience in logistics and procurement.
  • Experience in conducting financial audits.
  • Experience and understanding of procurement processes of the Australian Department of Foreign Affairs and Trade.
  • Demonstrated strong understanding of the procurement cycle and can work under considerable pressure.
  • Demonstrated strong analytical thinking and pro-active problem solving.
  • Excellent organisational and computer skills especially with MS Word and Excel.
  • Excellent interpersonal skills and has ability to work effectively with others particularly in cross-cultural and fragile environment.
  • Proven strong written and verbal communication skills.
  • Willing to be based in Cotabato City.
