Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Operations Coordination Specialist in Manila, Philippines. The duration of this post is 3 years.

The Operations Coordination Specialist will assist OPPP management in running OPPP’s daily operations to achieve its objectives including planning, implementing and administering front office operations; and contribute to enhancement of external and internal relations and coordination.

Key Jobs Responsibilities

The Operations Coordination Specialist will perform the following functions-

  • Assist in planning and implementation of OPPP’s work plan with high-quality output to achieve OPPP’s long-terms goals and annual objectives.
  • Develop short, medium and long term staffing plans to ensure that OPPP has adequate resources to meet its administrative and operational requirements.
  • Plan and implement OPPP’s staffing, budgetary and administrative operations including overseeing the annual Work Plan and Budget Framework, and briefs the PPP management team on developments that may affect its future operations.
  • Design and introduce appropriate procedures to streamline OPPP’s operations, including the procurement procedures and budgetary procedures; and updates the existing Manual of OPPP Rules and Procedures.
  • Develop management information system for each project, including the payments and deliverables for all consultants and an operational database for OPPP.
  • Serve as an IT champion for new technology initiatives; and creates a filing structure for all OPPP projects (TAS and AP3F) in collaboration with OPPP staff.
  • Develop a mechanism to govern OPPP’s fee collection and cost recovery from TAS mandates and AP3F in consultation with other relevant departments.
  • Coordinate with other relevant departments regarding the processing and payment of fees to OPPP from TAS mandates, and oversees and approves the use of such fees to cover OPPP’s expenses.
  • Draft or oversees the drafting of papers requesting technical assistance funds for OPPP and the conversion of multiple transaction technical assistance funds into a new transaction Technical Assistance Facility.
  • Oversee the selection and management of consultants, including designing of Terms of Reference, budgeting and compliance.
  • Update Country Information Notes which track ADB’s assistance to PPPs and are used as a reference by ADB management.
  • Review policy notes on PPP related initiatives such as new financing modalities with ADB’s strategy department and others, as needed.
  • Plan, coordinate and prepare for regular meetings by OPPP staff as well as with ADB management.
  • Provide support to OPPP’s TAS and AP3F through internal coordination and resource management, and suggests approaches for optimal resource management.

Eligibility Criteria

Applicants must have-

  • Master’s degree in relevant fields or its equivalent; university degree combined with specialized experience in similar organization/s may be considered in lieu of a Master’s degree.
  • At least 8 years relevant work experience of which at least 3 years in operational coordination, work planning, HR management and budget preparation and implementation preferably in relation to banking and/or advisory business.
  • Preferably with knowledge of multilateral development institutions’ policies and procedures and PPP operations and transactions.
  • Demonstrated experience in overall work planning, management, and coordination to achieve key results at organization-wide and department levels.
  • Demonstrated experience in developing and implementing management information systems and platforms for knowledge sharing of innovative work and key results.
  • Strong analytical, coordination, organizational, negotiation and interpersonal skills.
  • Excellent written and verbal communication skills in English.
