United Nations Development Programme (UNDP) is seeking applications from eligible applicants for the post of Operations & Services Analyst in Gaza, Palestine. The duration for this post is 1 year.

The Operations and Services Analyst supervises Assets Management, Procurement, Security and Digital Services in Gaza and promotes a collaborative, client-focused, quality and results-oriented approach.

Key Job Responsibilities

The Operations and Services Analyst will perform the following functions:

  • Ensure proper planning and strategic direction of operations focusing on achievement of the following results:
    • Ensure full compliance of operations with UN/UNDP rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets (BSC), office budget (IWP) and monitoring of achievement of results.
    • Plan and delivers efficient operational services and coordinates the Operations team.
  • Manage implementation of procurement and logistical services, asset management for the CO focusing on achievement of the following results:
    • Contribute to the elaboration of the CO contract strategy including tendering processes and evaluation, guiding the management of contracts and contractors and legal implications.
    • Supervision of procurement processes and logistical services in accordance with UNDP rules and regulations, acting as Senior Manager in Atlas for Purchase orders approvals.
  • Supervise the provision of digital information and communication technologies services focusing on achievement of the following results:
    • Use of Atlas functionality for improved business results and improved client services.
    • Analyze and contribute to the identification of opportunities to ameliorate business processes into web-based systems to enhance efficiency and full accountability.
  • Ensure proper security arrangements in office:
    • Oversee Security Contingency Plan maintained and updated and regular emergency drills conducted.
    • Prompt coordination with the Head of Office, staff and the Regional Hub on security-related issues and emergency operations.

Eligibility Criteria

Applicants must have:

  • Advanced University Degree in Development Studies, or any related field of study.
  • Minimum 10 years of progressive and relevant experience in the field of conflict prevention, rule of law, governance, or in very closely related fields or relevant fields.
  • Experience in providing regional policy advice, regional technical assistance, and capacity development to support to multi stakeholder institutions in establishing and coordinating collaborative cross-border interventions.
  • Extensive experience working on governance and rule of law, including on ratification and domestication of multilateral instruments, is preferred.
  • Experience working within a UN agency or intergovernmental organization and field experience is preferred.
  • Proven experience in development programming, including good understanding of UN programming modalities and rules and regulations, is preferred.
  • Extensive experience in project development and management.
  • Experience conducting qualitative research and monitoring and evaluation is preferred.
  • Coordination experience working with government, development partners, and international partners would be an asset.
  • Excellent knowledge of and extensive experience in Africa, including in democracy, elections and governance, human rights, right of children, youth and women, is preferred.
  • Fluency in English.
  • Knowledge of French would be an asset.
