Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Environment Specialist in Manila, Philippines.
The Environment Specialist will provide management and technical guidance, knowledge sharing, and capacity building to ensure compliance of the Division’s lending and non-lending programs and projects with ADB’s environmental safeguard policy, and lead, monitor, and report on compliance during project implementation.
The ADB aims for an Asia and Pacific free from poverty.
Key Jobs Responsibilities
The Environment Specialist will perform the following functions-
- Provide information and analyses for the development of strategies for environmentally sustainable, resource-efficient and climate resilient development in developing member countries (DMCs) in consultation with relevant government agencies and Resident Missions (RMs).
- Conduct policy dialogue with, and provide guidance and advice to DMCs on environmental and climate change issues and in building and strengthening their capacity for environmental planning and management.
- Participate as mission member responsible for environment and climate change aspects in the identification, preparation, appraisal, supervision, completion and evaluation of loans, grants, and technical assistance (TA) projects related to urban and social sectors.
- Contribute to project or program identification and scoping, including rapid environmental assessment (REA), environmental safeguard categorization, and definition of environmental safeguard due diligence requirements.
- Within project teams, take responsibility for obtaining ADB and DMC environmental safeguard compliance approvals, including for initial environmental categorization, project concept paper, management consideration, and Board consideration.
- Coordinate and contribute to sector and thematic studies, including climate risk assessments, environmental impact assessments, strategic environmental assessments relevant to the Division operations, and prepare knowledge products related to environmental issues.
- Contribute to activities for advocacy, dissemination and knowledge building on environment issues.
- Act as resource person on environmental development issues.
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
Eligibility Criteria
Applicants must have-
- Master’s Degree or equivalent in environmental sciences, environmental engineering or related fields.
- University degree in environmental sciences, environmental engineering or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
- 8 years of relevant professional experience in environmental policy, environmental management, environmental safeguard, climate change adaptation and mitigation.
- Demonstrated experience in analyzing environmental, health and safety issues associated with urban and social infrastructure development projects, and operational experience in the preparation and implementation of such projects.
- International experience working in several countries.
