The Associate Procurement Officer responsible for (i) providing guidance on financial bid evaluations and final ranking in the selection of consulting firms; (ii) reviewing and endorsing the approval of contract variations ensuring accuracy of data and compliance with ADB’s policies and procedures; (iii) issuing final contract variations; (iv) recommending final payments and closure of contracts.

The Associate Procurement Officer will perform the following functions-

  • Provide guidance in processing financial bid evaluations and final rankings under the Quality and Cost-Based Selection (QCBS), Fixed Budget Selection (FBS) and Least Cost Selection (LCS) methods.
  • Review the accuracy, correctness and completeness of Debriefing Notes to bidders.
  • Provide guidance in processing Contract Cost Estimates and Staffing Schedule during contract negotiations for the recruitment of ADB-administered consulting firms; and ensures accuracy and completeness of data and compliance with ADB’s policies and procedures.
  • Review and endorse the approval of contract variations by reporting staff, ensuring accuracy of data and compliance with ADB’s policies and procedures; assesses discrepant contract adjustments and clarifies with project team and recommends approval/disapproval; reviews and endorses long-term staff consultant extension requests online through CMS for approval by PPFD management;
  • Regularly update the CAU log to record variations, financial evaluations, contract negotiations and inputting outputs for appropriate monitoring and data generation; provides training and guidance to User Units (including RMs) on PPFD guidelines and procedures in contract variation; and assists Procurement Specialists in negotiating financial closure of contracts under dispute by analyzing financial information and providing recommendations.
  • Function as CMS and mainframe administrator; prepares application change requests (ACR) and ad hoc requests for CMS and mainframe applications.
  • Provide key information to modernization of ADB disbursement systems from the perspective of contract administration.
  • Simplify and streamline ADB consulting services contract administration.
  • Participate in the review of the division’s productivity study and work simplification projects and in working groups on ADB system modernization programs.
  • Provide comments/suggestions on designs of new IT solutions; and undertakes pilot-tests and user acceptance tests.
  • Provide briefing to new procurement specialists and visiting staff from other multilateral institutions on contract administration processes by ADB.
  • Review consulting services memos and documents for circulation.
  • Prepare CAU reports/statistics for use in PPFD reports such as the Annual Consulting Services Report.
  • Performs duties and other tasks that may be assigned and reflected in the incumbent’s workplan

  • Bachelor’s degree in accounting, business administration, finance, information technology, development, or related fields, preferably with advanced training.
  • At least 6 years of relevant work experience.
  • Excellent written (including report-writing) and verbal communication skills in English is required.
  • Good communication and interpersonal skills in a multicultural and multiple expertise professional environment.
  • Highly skilled in dealing with consultants of various organizations, cultures and countries to achieve continuous working relationships with engaged consulting firms and individual consultants.
  • Proven negotiation skills.
  • Thorough knowledge of ADB policies, guidelines and procedures in the selection, registration, and monitoring of consulting firms and individual consultants.
  • In-depth knowledge of the consulting services processes and relevant PAIs and Staff Instructions on consulting services that ADB-administers.
  • Strong analytical skills, sound judgment, fairness and discretion.
  • Basic knowledge of ADB-adopted procurement systems and applications, existing database management systems and other systems.
  • Ability to work effectively in a team-oriented environment, lead a team, and to guide Administrative Staff (AS) to facilitate work planning, delivery, quality review
