World Health Organization (WHO) is currently seeking applications from eligible applicants for the post of Procurement Assistant in Dubai, United Arab Emirates. The duration of this post is 1 year.

The primary role of WHO is to direct and coordinate international health within the United Nations system.

Key Jobs Responsibilities

The Procurement Assistant will perform the following functions:

  • Identify the proper procurement methods, requirements and potential suppliers.
  • Prepare adjudication reports and process requests for procurement of goods and services for the department ensuring adherence to the standard WHO guidelines on procurement, accuracy of information, completion of required supporting documents and check availability of funds.
  • Create and Process Purchase Orders (POs) using GSM, for both catalogue and non-catalogue items in an efficient manner, monitor status and ensure accuracy of PO; timely process of requests and delivery of goods and services.
  • Draft purchase order amendments when required, provide justification and upload supporting documents in Enterprise Content Management “ECM”.
  • Determine if procurement will be selective or competitively negotiated; determine potential sources of supply, research technical data and price information on the Internet or other sources; Provide estimate costs for non-catalogue items, obtain estimated costs from the Regional Logistics and Supply Unit or HQ, and implement related procurement decisions taken by technical units and supervisor.
  • Participate in providing WHE users at RO and its sub-units at Country Offices with guidance, training on procurement procedures as well as GSM process and provide training for newly recruited staff in the unit.
  • Generate periodic procurement reports and briefings on the status of all transactions for the review of the supervisor, with a particular focus on monitoring of additional delegation of authority in emergency countries.
  • Initiate correspondence to verify data, answer queries, alert supervisor/technical units of any gaps in the transactions, and recommend solutions.
  • Evaluate supplier’s performance for logistics officer review and update suppliers’ database on regular basis.
  • Perform other duties related to area of work, and replace colleagues as required.

Eligibility Criteria

Applicants must have:

  • Completion of secondary education, supplemented by training in procurement/logistics.
  • University degree in pharmacy or pharmaceutical sciences, biological sciences or a related field.
  • At least 8 year’s progressive experience in procurement.
  • Good experience in the practical application of price/costs analysis techniques and processes.
  • Ability to work indecently, manage and prioterize in difficult and complex situations and especially under pressure.
  • Ability to integrate and apply procurement operational guidelines.
  • Demonstrated negotiation and supplier/customer relationship management skills.
  • Very good organizational skills, ability to meet deadlines.
  • Proven problem solving, good analytical skills and strong attention to details.
  • Ability to cope with heavy workload, meet deadlines and work under pressure.
  • Excellent knowledge and experience of procurement procedures of WHO or other UN-system organization.
  • Intermediate knowledge of English.
  • Expert knowledge of Arabic.
  • Nationality of United Arab Emirates.
