The Associate Project Analyst will provide administrative, analytical and statistical support to the functions of project identification and programming, project processing, portfolio management and project administration in the assigned sector(s).

The ADB aims for an Asia and Pacific free from poverty.

Key Jobs Responsibilities

The Associate Project Analyst will perform the following functions-

  • Contribute to project identification and project programming through analytical and statistical support in collecting data/information in the assigned sector(s), and through administrative support to facilitate communication and coordination with government counterparts in the assigned sector(s).
  • Contribute to the administration of projects, including the review of contract bid documents and their tender evaluations, preparation of project performance reports, and drafting of correspondence; and contribute to the preparation of Project Administration Memorandum (PAM).
  • Process consultant recruitment; process contract variations; review consultant claims; and process contract closures.
  • Facilitate administration and monitoring of assigned ADB-financed loan and TA projects; and ensure the implementation of the agreed plan for managing project administration.
  • Monitor physical progress of the loan and TA projects implementation.
  • Familiarize EAs with ADB guidelines and procedures; follow up submission of project reports, financial statements, etc.; maintain project records and files.
  • Assist in the implementation of procurement plans and review of procurement documents including draft technical designs and cost estimates.
  • Assist in monitoring estimated project and loan/TA closing dates and seek approvals for extension of loan/TA closing dates; and provide support in the preparation of Project Completion Reports (PCRs) and TA Completion Reports (TCRs) as needed.
  • Assist in processing disbursements for assigned projects; follow up with EAs on timely submission of withdrawal applications.
  • Review withdrawal applications for compliance with the loan agreement.
  • Prepare and review inputs to Procurement Contract Summary Sheet (PCSS) to update the Loan and Financial Information System (LFIS).
  • Perform any other duties as required and reflected in the incumbent’s workplan.

Eligibility Criteria

Applicants must have-

  • Master’s Degree in Economics, Finance, or related fields.
  • University Degree in Economics, Finance, or related fields.
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 10 years of relevant professional experience in project administration, fund management, development planning, or other related areas, preferably with experience in a multilateral development organization.
  • Good understanding of ADB’s institutional context, strategies, priorities, and objectives particularly on RCI.
  • Excellent oral and written communication skills in English.
  • International experience working in development in several countries.
  • Nationality of Thailand.
