Save the Children is currently seeking applications from the eligible applicants for the post of Program Development and Quality Director in Panama City, Panama.

Key Jobs Responsibilities

The Program Development and Quality Director will perform the following functions:

  • Serve as the trusted partner of the Regional Director on programme strategy, resource development and quality matters.
  • Support the development and delivery of international programming in line with Save the Children’s mandate, strategy and Theory of Change across all aspects of the project development cycle and in all contexts.
  • Develop, maintain and role model good relations with Save the Children Members and senior managers across the movement, and support the development of an organisational culture that reflects our values.
  • Represent Save the Children in global and regional program and technical fora.
  • Guide and implement strategic planning processes in collaboration with Centre.
  • Oversee processes to ensure program quality including the full program cycle, strengthening systems for proposal development, program implementation, monitoring and evaluation and learning.
  • Oversee the NBD and Awards function ensuring support to COs on resource development and new project design.
  • Identify and pursue new funding opportunities in consultation with appropriate Member staff.
  • Actively promote learning and sharing between CO staff in the Region through innovative mechanisms.
  • Ensure learning by the country programmes from relevant best practice and assessing performance regularly against agreed programme objectives and indicators.
  • Ensure leadership support for MEAL and ensure that the MEAL team has in place appropriate systems, data collection mechanisms, and staff capacity to extract and communicate impact and performance in all program settings.
  • Actively drive improvements in the quality of our program evaluations, drawing from global guidance in this area.
  • Provide the opportunity for the regional and country PDQ teams to codify/document best practices and landmark achievements for broader sharing and learning.
  • Ensure sound program input to regional policy and advocacy initiatives.
  • Manage Program Design and Quality team; define expectations, provide leadership and technical support as needed.

Eligibility Criteria

Applicants must have:

  • Post-graduate education in a relevant field with a minimum of 10 years progressive experience.
  • Extensive experience in senior level technical program role(s) ideally in a large and complex international NGO or organization.
  • Extensive international experience in LAC.
  • Strong program design, MEAL and evidence-generation skills.
  • Experience of building, leading and developing programmatic staff with different backgrounds and expertise.
  • Experience of building personal networks at senior levels, resulting in securing significant new opportunities for the organisation.
  • Experience in both development and humanitarian contexts is highly desirable.
  • Ability and willingness to change work practices and hours in the event of major emergencies.
  • Willingness to travel in developing countries.
  • Excellent written English and Spanish language skills required, French is a plus.
