World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Programme and Finance Associate in New Delhi, India. The duration of this post is 2 years.

The primary role of WHO is to direct and coordinate international health within the United Nations system.

Key Jobs Responsibilities

The Programme and Finance Associate will perform the following-

  • Assist in the biennial operational planning for IVD activity work-plans ensuring alignment with the allocated PB and planning framework for the respective programme areas, including support for timely entry of work-plans in GSM.
  • Highlight programme changes (PC) needs for IVD work plans, both HR and activity, analyze its impact on the programme budget (PB) space issues, prepare PC requests and coordinate with PLN and BFU for timely implementation
  • Support periodic implementation review of IVD programme in SEAR by reviewing/tracking financial transactions. More specially, assist in checking proper link of encumbrances to work plan, providing appropriate PTAEOs use of donor funds and monitor timely liquidation of ULOs encumbrances.
  • Contributes to the preparation of status and the progress reports by providing information, preparing tables and analyses for use in discussions and, internal/external meetings.
  • Maintain record of any temporary charges and initiate timely actions for expenditure batch transfers.
  • Provide required information for preparation of Award Activation Requests (AARs), Award Amendment Request (AMRs), and Award Distribution Requests (ADRs), as applicable, and coordinate with BFU and HQ for timely actions;
  • Initiate actions for funding the work plans and award budgeting as per the approved donor grants or approved reprogramming in consultation with the supervisor,
  • Maintain the Awards Control Sheet and initiate required actions relating to unbudgeted and expiring awards.

Eligibility Criteria

Applicants must have-

  • Completion of Secondary School education.
  • Diploma/certificate in the area of Budget and Finance an advantage. University degree is an asset.
  • At least 6 years’ experience in budget and finance accounting or administration.
  • Experience in WHO or in another UN/International organization would be an advantage.
  • Expert knowledge of English.
