The Programme Management Officer will carry out his/her tasks within Operations Support Division (OSD) of Office of Information and Communications Technology (OICT) in New York.

The Programme Management Officer will perform the following functions:

  • Lead the Military Signals Training Program with all aspects of training for the Signals Academy, including the coordination, delivery and assessments of trainees undertaking relevant training courses.
  • Contribute to the development of partnerships with Member States and external partners as International Organizations, Academia, Foundations, Institutes etc.
  • Responsible for resource mobilization, including contact with Member States and other potential donors.
  • Communicate the mission and vision of the UN Signals Academy and training Centre to all stakeholders.
  • Monitor all projects and ensures relationships are maintained to sustain and develop the provided training.
  • Coordinate creation, implementation and updating of training agenda; ensures evaluation, reporting and follow up, following UN standards and regulations.
  • Prepare regular and accurate reports and other project management documentation for the various stakeholders.
  • Facilitate open communication among stakeholders, using feedback to assess and promote understanding or need for future changes in services, products or systems.
  • Identify, assesses and manages risks to the success of the project, and presents findings to management.
  • Ensure that realistic project and quality plans are prepared and maintained.
  • Ensure that project deliverables are completed within planned cost, timescale and resource budgets.
  • Prioritize areas for quality and/or environmental improvement in line with strategy, objects, and results of internal and external audits.
  • Perform other related duties as required.

Eligibility Criteria

  • Advanced university degree (Master’s degree or equivalent) in information and communications technologies, business administration, project management or a related field.
  • A first-level university degree in combination of 2 years qualifying experience may be accepted in lieu of the advanced university degree.
  • Minimum 5 years of progressively responsible experience in project management or project coordination.
  • Minimum 3 years of experience in strategic partnerships or cooperation activities.
  • Minimum 2 years of experience in dealing with training or training programme coordination.
  • Minimum 2 years of experience in the preparation of documents at the strategic or operational levels.
  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required.
  • Fluency in French is desirable considering interaction with francophone military or police clients.
  • Knowledge of another language is an advantage.
