The role is a member of the DFID Programme’s Programme Management Unit (PMU) and is responsible for overseeing a team of 4 to 5 field-level Field Program Team Leaders while ensuring compliance with the PMU’s strategy,  policies and procedures.

DRC fulfills its mandate by providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities in the conflict areas of the world.

Key Jobs Responsibilities

The Programme Manager will perform the following functions:

  • Management and Coordination:
    • Overall responsibility for the management of the Programme’s Field Programme Team Leaders, ensuring positive and collaborative working relationships between the field teams and PMU.
    • Enabling and overseeing effective, efficient and timely implementation of the Programme according to the agreed contract, budget, and policies and in accordance with DFID requirements.
  • Finance and Administration:
    • Collaborate regularly with the PMU’s Support Services Manager and finance team to monitor spending of field teams and ensure the timely achievement of Programme milestones.
    • Collaborate regularly with the PMU’s Support Services Manager to ensure full compliance with DFID and DRC financial and administrative guidelines and policies.
  • Human Resources:
    • Support the Field Program Team Leaders to ensure respectful and positive working relationships which allow for the effective implementation of all Programme activities. This is to be achieved through leadership, team building, day-to-day support, capacity-building and strong,generalist knowledge in all of the Programme’s core sectors, including protection, migration and livelihoods.
    • Coordinate and support field-level recruitment processes and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance.
  • Safety and Security:
    • Support Field Programme Team Leaders to assume responsibility for staff safety in all areas of implementation.
    • Support Field Programme Team Leaders to ensure all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner.
    • Collaborate with the Chief of Party and PMU to make decisions and manage security incidents.

Eligibility Criteria

Applicants must have:

  • Master’s degree in political science, international development, economics or other relevant field.
  • At least 10 years’ experience in relevant field.
  • At least 8 years’ experience with people management.
  • Experience in managing a complex programme, including at the country senior management level.
  • Proven leadership skills and a competence in people management.
  • Experience with overseeing the implementation of a commercial programme, with experiencing implementing a DFID commercial programme a notable advantage.
  • Experience effectively coordinating with national partners, local and governmental authorities, NGO partners, UNHCR and other relevant stakeholders.
  • Full professional proficiency in English.
  • Excellent verbal and written English.
  • Nationality of Ethiopia.
