United Nations Office of Legal Affairs (OLA) is currently seeking applications from the eligible applicants for the post of Programme Officer in New York, United States.
The mission of OLA is to provide a unified central legal service for the Secretariat and the principal and other organs of the United Nations and contribute to the progressive development and codification of international public and trade law.
Key Jobs Responsibilities
The Programme Officer will perform the following functions-
- Develop, implements and evaluates programmes related to and secretariat services provided to the bodies of the Regular Process including administrative support to the Ad Hoc Working Group of the Whole of the General Assembly and its Bureau, the Group of Experts and the Pool of Experts; liaises with United Nations agencies, programmes and bodies supporting the Regular Process; ensures follow-up actions.
- Perform consulting assignments, including providing legal advice on diverse substantive and procedural questions of considerable complexity and assisting in developing an action plan.
- Research, analyzes and presents information on ongoing recent assessments and other processes at the regional and global level relevant to the Regular Process, on capacity-building programmes for assessments, gathered from diverse sources.
- Coordinate development of action plan, including on the lessons learned and the way forward, in close consultation with the members of the Group of Experts.
- Generate survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Organize and prepares written outputs, including on the First Global Integrated Marine Assessment and other assessments prepared under the Regular Process and contributes to the review of the content from legal and other points of view, prepares, monitors analyzes and reviews relevant documents and reports for presentation to the General Assembly and other intergovernmental bodies.
- Provide substantive backstopping, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc., to the Ad Hoc Working Group of the Whole and its Bureau, including the Co-Chairs, the Group of Experts and the Pool of Experts in undertaking their respective functions, including facilitating communication between them and to the Member States and observers participating in the Regular Process.
Eligibility Criteria
Applicants must have-
- Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics, earth-related science, international law, preferably related to the law of the sea and ocean affairs, or a related field.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Minimum of seven years of progressively responsible experience in project or programme management with respect to the protection and preservation of the marine environment, including socioeconomic aspects, or related area and/or in project activities concerning oceans and their resources is required.
- Experience in servicing intergovernmental or expert meetings is desirable.
- Fluency in English is required. English and French are the working languages of the United Nations Secretariat.
- Knowledge of French desirable.
- Knowledge of a second official UN language is an advantage.
