The Programme Specialist will perform following functions-

  • Provide overall management to the implementation of HSS programme to ensure programme efficiency and delivery through transparent approach to programme planning, budgeting, monitoring and evaluation.
  • Provide technical supports and guidance to Central Expanded Programme on Immunization, Department of Public Health, to enhance the capacities of managing the Gavi supported funds effectively, organize and implement necessary capacity building initiatives for routine immunization, MR campaign and new vaccines.
  • Assure the quality of HSS programmes through consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes through field visits, surveys, exchange of information with partners to assess progress, identify bottlenecks and potential problems, take timely decisions to resolve issues.
  • Collaborate with Programme, Monitoring and Evaluation Unit, Operation Unit to establish and maintain sound internal controls supportive of programming endeavours.

  • Advanced university degree in Public Health, Public Administration, Business Administration, Social Sciences, International Relations, Social Development, Community Development, or other relevant disciplines, with specialized training in conflict resolution.
  • A first University degree in a relevant field combined with (2) additional years of professional experience may be accepted in lieu of an advanced university degree.
  • Additional training/experience in programme/project management is an asset.
  • Minimum 5 years of progressively responsible administrative or operational work experience especially in tasks mentioned under key functions and accountabilities is required.
  • Skills and well demonstrated experience in programme planning, implementation and monitoring gained working with Government, INGO or UN.
  • Excellent Computer skills including but not limited to Word, Excel, PowerPoint, etc.
  • Ability to undertake extensive travel within the country.
  • National or field work experience.
  • Background/familiarity with Emergency.
  • Fluency in English and local working language of the duty station (NO).
  • Nationality of Myanmar.
