Programme Support Manager at DRC, Erbil, Iraq

Danish Refugee Council (DRC) is currently seeking applications from eligible applicants for the post of Programme Support Manager in Erbil, Iraq. The duration of this post is 12 months.

The Programme Support Manager is ultimately responsible for ensuring ‘quality’ throughout the project cycle; from the initial project idea and proposal design through to continuously enhancing the quality of programme implementation.

DRC fulfills its mandate by providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities in the conflict areas of the world.

Key Jobs Responsibilities

The Area Manager will perform the following functions:

  • Act as the lead writer/coordinator/editor for concept notes and proposals, as needed.
  • Ensure communication between all departments (finance, program, and operations) in drafting of budgets.
  • Contribute to the development of strong data collection and monitoring & evaluation plans within each proposal, including well-designed log-frames and indicators.
  • Maintain up-to-date information on donor priorities and funding opportunities.
  • Assist senior management in developing the humanitarian country program strategy and coordinating the delivery of assistance.
  • Assist in conducting needs assessments and background research to guide DRC programming.
  • Map donors and projects in Iraq relevant to DRC’s focus sectors.
  • Conduct visits to field locations as possible/needed.
  • Facilitate new-grant start-up and quarterly review meetings to ensure donor compliance, operation/program integration, logistics support, etc. in the multiple DRC office locations.
  • Manage internal and external reporting, ensuring high-quality, well-written and timely reports meeting donor and DRC requirements, with support from the country director and programme managers.
  • Consolidate monthly internal programme progress reports based on input from programme managers, including tracking progress on programme indicators and reporting on key programme highlights/issues.
  • Assist senior management in donor liaison and communication. Represent DRC in other external meetings with stakeholders and coordination meetings.

Eligibility Criteria

Applicants must have:

  • Knowledge of key donor (UN, EC, USG, etc.) regulations, procedures and requirements.
  • Proven ability to develop winning proposals for public and private-sector donors.
  • Strong networking, interpersonal and presentation skills.
  • Excellent organizational skills, with ability to determine priorities and pay attention to detail.
  • Ability to work in a multicultural context as a flexible and respectful team player.
  • High-level knowledge and practice with Word, Excel, Outlook, etc.
  • Ability/willingness to work with extremely tight deadlines and multiple tasks.
  • Excellent written and spoken English required; Arabic an asset.
  • Willingness to follow security policies and procedures.
