The Project Manager will be responsible to produce/read the project initiation documents (PID), Legal Agreement and have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders to ensure the project(s) products are capable of meeting the business cases for both UNOPS and the client.

Key Jobs Responsibilities

The Project Manager will perform the following functions-

  • Establish solid working relationship with the project board (Executive, Senior Users and Senior Suppliers), client and key stakeholders.
  • Manage communications and ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover products.
  • Advise the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance).
  • Manage the information flows between the Project Board/OC Director and the project(s).
  • Implement approved project plans (including the establishment of milestones) within tolerances set by the project board.
  • Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into project life cycle.
  • Manage the production of the required products, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
  • Liaise with any external suppliers or account managers.

Eligibility Criteria

Applicants must have-

  • Advanced University Degree in Project Management, public administration, Business Administration, Procurment, International Relations, Law/Justice/Political/Security/Development Studies, or other relevant discipline.
  • University Degree (bachelor’s degree / first level) with a combination of 2 additional years of relevant professional experience in Project Management, public administration, Business Administration, Procurement, International Relations, Law/Justice/Political/Security/Development Studies, or other relevant discipline, may be accepted in lieu of the advance university degree.
  • PRINCE2 Practitioner Certification – Preferred
  • A relevant combination of academic credentials and/or industry certifications and qualifying experience may be accepted in lieu of the university education.
  • At least 7 years of progressively responsible experience in procurement and project management in an international setting.
  • At least five years of progressive procurement experience required, involving purchasing of goods & services for multi-lateral partner project.
  • Solid practical experience in working with the UN, multilateral donors, Non-governmental organizations, and with public sector is desirable.
  • Experience in procurement management for donor agency such as European Union/European Commission and/or other agency is preferred.
  • Experience in office management and support functions for medium size team is desirable.
  • Experience in managing partners and subcontractors in delivering programme objectives and activities is asset.
  • Experience with stakeholder relationship management and contract management is asset.
  • Experience working in the Philippines will be an asset.
  • Experience in procuring and managing third party supplier and partner arrangement is asset.
  • Experience working at Ministry level with national governments is desirable.
  • Knowledge of national justice sector agencies and local level justice partnerships is desirable.
  • Some understanding of court procedures and rules as well as the reasons for delays in cases is desirable.
  • Fluency in both written and spoken English is required.
