The Risk Education Project Manager is responsible to produce/read a needs-based plan for risk education response in the project area of operations, prepare and familiarize him/herself with the project procurement documentation, financial and contribution agreements have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders to ensure the project(s) activities are fit-for-purpose and able to meet the business cases for both UNOPS and the Donor.

The Risk Education Project Manager will perform the following functions-

  • Establish solid working relationship with the UNMAS Iraq management team, Head of Projects, the contractors and grantees representatives, local authorities, including the Directorate of Mine Action (DMA), the Donors and other key stakeholders.
  • Advise the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance).
  • Manage the information flows between the UNMAS Iraq Programme Management, Head of Projects and the Contractors.
  • Coordinate risk education with stakeholders and implementers of reconstruction, return and recovery projects.
  • Develop and maintain project plans for UNMAS Iraq risk education in liberated areas of Iraq, Ensure UNMAS Iraq risk education activities are targeted in line with agreed priorities and coordinate these with relevant authorities, UN agencies, grantees and contractors.
  • Develop UNMAS Iraq Risk Education communications strategy and procedures.
  • Implement approved project plans (including the establishment of milestones) within tolerances set by UNMAS Iraq Programme Management.
  • Follow the Project Management Cycle Instructions and ensure that all organizational policy is complied with (Organizational Directives and Administrative Instructions).
  • Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS and UNMAS Iraq policies.
  • Actively interact with other PMs and the PM community to share case studies, lessons learned and best practice on the Knowledge System.

Eligibility Criteria

  • Advanced University Degree (Master’s degree or equivalent) in Project Management, Business Administration, Education or other relevant discipline with a minimum of 5 years of relevant experience.
  • First level University Degree (bachelor’s degree or equivalent) in Project Management, Business Administration,Education or other relevant discipline, with a minimum of 7 years of relevant experience.OR
  • Military Experience (or relevant Police Experience) at the Senior NCO (Non-Commissioned Officer) or Officer level (or equivalent) with 11 years of experience.
  • Relevant experience is defined as experience in project development or management, with focus on monitoring, reporting, development or coordination in either public or private sector organizations.
  • Experience in risk education is desired.
  • Experience delivering humanitarian projects in a challenging context is desired.
  • Fluency in English (speaking, reading and writing) is required.
  • Knowledge of another UN official language is desired.
