Key Jobs Responsibilities

The Senior Portfolio Management Specialist/Principal Portfolio Management Specialist will perform the following functions-

  • Coordinate with PSOD, ORM, TD and SPD on nonsovereign portfolio performance issues and prepare periodic review reports at the project and portfolio levels.
  • Ensure proper coordination with other development agencies to harmonize policies and procedures; and actively participate and contribute to interdepartmental working groups and addressing business process issues.
  • Propose ways to set bank wide targets for contract awards, disbursements, and other operational metrics using new methodologies such as differentiated approach or any other nonconventional approach.
  • Ensure high quality, independent advice on ADB’s portfolio is provided to Management and heads of departments in a timely manner and provide guidance to regional departments on the use of project performance management systems for improved measurement and reporting on results.
  • Assist the team(s) on the preparation of sovereign APPR and lead the preparation of the nonsovereign section of the APPR.
  • Coordinate the preparation of the Statement of Operations, quarterly reports on commitment/approvals, and other portfolio and procurement reports.
  • Work with the training and capacity building team to ensure quality of the design and delivery of tailored training to ADB and executing agency staff to enhance skills, in accordance with ADB policies and guidelines.
  • Contribute initiatives for improvements in training delivery of project management training, including developing partnerships with selected regional training institutions.
  • Take initiatives for portfolio studies and improvements in knowledge sharing, including the provision of reference and learning materials to disseminate on project implementation and portfolio management-related policies and procedures.
  • Take the role of mentor to develop capabilities/potential of reporting staff over multi-disciplinary teams and supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.

Eligibility Criteria

Applicants must have-

  • Master’s degree in Business Administration, Engineering, Social Sciences, or other related specialized fields.
  • University degree in Business Administration, Engineering, Social Sciences or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
  • At least 10 years/12 years relevant work experience in project and portfolio management, organizational development, policy formulation.
  • International experience working in development in several countries.
  • Excellent written and verbal communication skills in English is required
  • Significant expertise within a specific area of ADB’s operations (economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area is an advantage.
  • Understanding of data management to undertake data analysis of project and portfolio indicators and analyze trends and propose innovative measures to strengthen portfolio analysis, administration, and reporting.
  • Credible expert in field of expertise with recognized ability to lead projects and to share relevant knowledge to benefit the broader ADB community
  • Ability to perform effectively as a team leader, exercising supervision, coordination, and planning responsibilities over multi-disciplinary team/units
  • Ability to mentor team members, providing guidance and advice on project or technical-related matters
  • Ability to coach team members to develop their capabilities/potential
  • Potential for higher responsibilities and demonstrate a high level of maturity.
