The Senior Technical Advisor will perform the following functions-

  • Safeguard Measures and Environmental and Social Management Plan :
    • Support and guide the implementation of the project’s existing Environmental and Social Management Plan (ESMP) and ensures full compliance by the core project team, the group of national and international consultants assigned the project and all subcontractors for the duration of the project.
  • Baseline study on the water sector:
    • The Technical Advisor supports and provides technical input to the development of a baseline study with a diagnosis of the water and sanitation sector, as well as an assessment of the technical, financial and financial situation , operational and management, with particular emphasis on the Comoros’ outlying target islands, and identifies legal, technical, institutional and financial barriers to adaptive water management and effective ways to overcome them;
    • As part of the baseline assessment, all existing studies on the water sector and identified critical gaps in information and knowledge will be compiled; the existence of standards or requirements for policy direction and practices related to the efficient and effective provision of water and wastewater services will be assessed under the direction of the Technical Advisor, insofar as this is part of the project.
  • Investment plan and implementation :
    • Provide technical support and contribution to the design of phased investment plans, detailed procurement plans, tender documents and specifications covering, inter alia, feasibility study, design, implementation / construction, stakeholder participation, quality control and risk management for the specific tasks described below:
      • Rainwater harvesting methods and technologies, with particular attention to management provisions and Standard Instructions, applicable to both community and domestic water collection tanks, including social and environmental safeguards.
      • This also includes a long-term, detailed operation and maintenance plan that clearly outlines roles and responsibilities, spare parts, services and associated costs for at least the next 10 years;
  • Climate Change Studies and Economic and Financial Studies :
    • Provide technical support and input to the design of detailed work plans, procurement plans, tender documents and specifications for the specific tasks described in this section. below:
      • In-depth studies of current and projected water demand in the target peripheral islands, taking into account a series of climate change scenarios related to rainfall quantities and distribution.
      • Assist in the development of a methodological model for the planning and development of resources for use at the island level to contribute to island self-reliance and resilience.
      • This may include (where appropriate) custom software for planning and managing water resources.
      • Strategies for self-reliance and resilience must take into account the central role of communities and include the development of island-wide water security plans, atoll-based water supply plans,
  • Capacity development and training :
    • Provide technical support and input for the development of detailed work plans, procurement plans, tender documents and specifications for the specific tasks described. below :
      • A detailed assessment of water legislation defining the key roles and mandates of the water sector and coordination mechanisms.
      • This will identify the institutional gaps and functional overlaps that impede effective and efficient governance of the water sector.
      • It will also provide recommendations to clearly define roles and responsibilities, to avoid conflicts of interest between policy and oversight functions, to establish an accountability framework for institutions in the health sector. water and to put in place effective sectoral financing mechanisms.
  • Management Services :
    • Provide concrete support to the project manager, other project staff and the Ministry of Environment and Energy in the areas of project management and planning, management of on-site activities, regular impact assessments and project monitoring, as appropriate.
    • Provide support to the project manager and provides technical input to the preparation and review of annual work plans, budgets and procurement plans.

Eligibility Criteria

Applicants must have-

  • At least a master’s degree or equivalent degree in engineering related to water resources management, or project and investment management related to the water sector is required.
  •  At least 10 years of project management experience in the water sector, project management and supervision are required.
  • 5 years of experience in the technical direction in the field of integrated water resources management.
  • Experience in project development in the water sector, particularly in small islands, is preferred.
  • In-depth knowledge and experience of national and / or international best practices in all aspects of water resources management, particularly efficient water production and distribution systems, including technical and financial aspects of water management. sector.
  • Good understanding of the evolution of the water management sector at the national and / or international levels. The incumbent must have a good knowledge of the latest trends and approaches in adaptive and integrated management of water resources.
  • Practical experience in project management and investment in the water sector, with special knowledge of functions, quality management systems and accounting in water utilities, is preferred .
  • Knowledge and proven experience in applying the principle of integrated water resources management are preferred.
  • Excellent communication skills in writing and orally in French and English.
  • Mastery of French and English.
