The Shelter Project Coordinator is responsible for the coordination of HR matters in the Kenya Country office.

The Shelter Project Coordinator will perform the following functions:

  • Adherence to NRC policies, guidance and procedures.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Contribute to the design in consultation with PAC of protection response to identified risks and needs.
  • Contribute with Shelter specific technical competence to the development of Shelter strategy, Integrated LogFrame, and Plan of Action.
  • Contribute with Shelter specific technical competence to programme development, adjustment or review.
  • Contribute to NRC strategy development and provide input on needs and gaps from relevant area.
  • Develop training modules and provide specific technical learning or/and training for project staff.
  • Ensure proper filing and scanning of all Shelter documents according NRC procedures and policies.
  • Provide Shelter specific technical input to coordination mechanism (e.g. cluster coordination) and working groups.
  • Ensure proper sensitisation, informing the community about the planned activities, the criteria for, and selection of beneficiaries.
  • Contribute to development of Shelter specific technical guidance, tools and mechanism.
  • Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports, and trainings.
  • Manage and implement portfolio of Shelter projects, in line with proposals, strategies and donor requirements.
  • Provide regular progress reports to PM (Shelter PDM).
  • Promote and share ideas for improvement and necessary changes in the activities.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Ensure a comprehensive documentation of all activities conducted.
  • Work to eliminate barriers of programmatic co-location/integration between Shelter/ICLA/Livelihood/WASH.
  • Manage the Shelter team, set clear indicators for achievement and introduce a follow up and reporting mechanism.
  • Liaise with local government/community to advocate for the Shelter activities and to obtain required permissions for project implementation.
  • Represent the shelter department in meetings and participate pro-actively in the Shelter Cluster meetings.
  • Assist with any other duties assigned by line manager as and when required.

Eligibility Criteria

  • Bachelor’s/Master’s/PhD Degree in a technical discipline (Engineering/Architecture), secondary education in Structural Engineering a plus.
  • Minimum 5+ years of relevant experience managing large scale construction works, 2+ years in either shelter or WASH programme management.
  • Technical specific knowledge from the humanitarian sector, a plus.
  • High proficiency in CAD and experience in surveying.
  • Documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal, preferred.
  • Good working knowledge of the mandates and standards of programming within the framework of the international humanitarian sector.
  • Excellent interpersonal and networking skills and the ability to liaise authoritatively with figures from the humanitarian community, local media, local government and army, and other relevant actors, when required.
  • Excellent communication and reporting skills, both written and oral.
  • Extensive experience working in relief operations in challenging environments.
  • Fluency in spoken Russian or Ukrainian.
  • Willingness to work in demanding, stressful situations under difficult living conditions with respect for basic security rules.
  • Nationality of Ukraine.
