World Vision International (WVI) is currently seeking applications from the eligible applicants for the post of Programs Development Manager in Kacyiru Sud, Rwanda. The duration of this post is 1-2 years.

The Programs Development Manager will report to the Programs Development and Quality Assurance Director with a matrix reporting Relationship to the Regional Resource Development (RDU) Director.

Key Jobs Responsibilities

The Programs Development Manager will perform the following functions-

  • Work with the other departments in the NO to position for and vet calls for proposals and ensures that proposals are developed to the highest standards.
  • Ensure proposal processes are well managed, that funding diversification goals are met, and that funding efforts are aligned with the NO strategic priorities.
  • Review and research possible proposals and recommend whether NO should pursue these opportunities within the parameters of the growth targets and strategy.
  • Lead grant applications, review donor proposal requirements and meet with donors to clarify proposal requirements.
  • Engage externally and internally to build relationships with key stakeholders in the GoS, UN agencies, INGOs, Support Offices, and East Africa Regional Office.
  • Work in cultivating relationships with other INGOs and NNGOs in order to ensure continuity of funding (working with other INGOs) and the sustainability program interventions (working with NNGOs).
  • Building the capacity of NO staff in grant acquisition, management and compliance to develop local capacity.
  • Build staff capacity on institutional grant project/program management and leadership and coordination of donor liaison.
  • Cultivate, serve and strengthen relationships with all Major Donors, Mid-Level Donors, and support Donor liaison Coordinator in building strong relationships with support offices and Church Partners.
  • Ensure that there is integration of sponsorship and Grant acquisition initiatives to maximize WV Rwanda target for child well-being aspirations.
  • Provide timely and high quality information for SO funded APs and projects, including project updates, tracking of project outputs, prayer updates, photos/videos and stories.

Eligibility Criteria

Applicants must have-

  • Master’s Degree in Social Science, Management international Development, International Relations, Rural Development or any related field.
  • 5 years performing the same role and team management experience, preferably from a National Office.
  • Proven experience in development work with a thorough understanding of sustainable development and sectorial interventions.
  • Excellent knowledge and experience of project management with government and multilateral agencies grant funded projects and experience of grant compliance procedures for major bilateral and multilateral donors.
  • Proven experience in diverse sector areas with excellent project design experience and proven track record of submitting winning proposals.
  • Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
  • Proven experience in development work with a thorough understanding of sustainable development and sectorial interventions.
  • Excellent computer skills, including proficiency in MS Office Word, Excel, Power Point, and Lotus Notes (or another email system such as Microsoft Outlook).
  • Excellent written and verbal communication skills in English, including proposal development and report-writing skills.
