The Social Development Specialist (Gender & Development)/ Senior Social Development Specialist (Gender & Development) will provide technical support to gender mainstreaming across all SERD divisions and resident missions to ensure compliance with ADB’s Gender and Development (GAD) Policy, operational directives and to effectively implement ADB’s Gender Equality and Women’s Empowerment Operational Plan (Gender OP).

Key Jobs Responsibilities

The Social Development / Senior Social Development Specialist will perform the following functions-

  • Act as SERD’s regional gender anchor person and coordinate SERD’s gender work across all sector divisions and resident missions (RMs).
  • Review and monitor SERD’s pipeline of programs to ensure meeting GAD commitments under ADB’s results agenda.
  • Prepare country gender assessments and country gender strategies, including gender inputs to sector assessment summary reports and results frameworks, as part of the Country Partnerships Strategy (CPS) formulation process.
  • Prepare periodic GAD reports required for measuring SERD performance and results on GAD. Maintain database on SERD gender mainstreamed projects and results of project gender action plans.
  • As part of selected project teams, incorporate and mainstream gender concerns into relevant SERD investment projects and programs through preparation of project- specific gender action plans and other measures.
  • Assist DMCs in implementing and reporting on project gender action plans (GAPs) or provisions, and supervise RM-based gender specialists in assisting government implementing staff or project consultants.
  • Review ongoing projects to ensure implementation of GAPs so that intended gender equality results are achieved at project completion.
  • Provide GAD capacity building assistance to SERD developing member countries especially Executing Agencies.
  • Prepare, publish, and disseminate knowledge products on GAD in Southeast Asia region, in collaboration with RM-based GAD Specialists.
  • Liaise with the Social Development, Governance and Gender Division of the Sustainable Development and Climate Change Department on gender and social development issues.
  • Supervise RM Gender Specialists on gender related inputs to the annual country performance assessment of SERD concessional OCR lending (COL) countries.

Eligibility Criteria

Applicants must have-

  • Master’s Degree or equivalent in anthropology, sociology, economics, applied social science or other related fields.
  • University degree in anthropology, sociology, economics, applied social science or other related fields, combined with specialize experience in similar organization/s may be considered in lieu of a Master’s degree.
  • At least 8-10 years of relevant professional experience in gender and development, planning and implementation, social development including poverty-related issues across social sectors, or related area as well as in project administration.
  • International experience working in development in several countries, preferably with demonstrated experience at the field level in the Southeast Asia region.
  • Excellent written and verbal communication skills in English is required.
  • Nationality of Philippines.
