Asian Development Bank (ADB) is currently seeking applications from eligible applicants for the post of Associate Social Development Officer (Gender) in Bangladesh. The duration of this post is 3 years.

The ADB aims for an Asia and Pacific free from poverty.

Key Jobs Responsibilities

The Social Development Officer (Gender) will perform the following functions-

  • Strategy and Planning
    • Assists in the formulation and update of the Country Partnership Strategy (CPS) by contributing to prepare and/or update the Gender Equality and Social Inclusion (GESI) Diagnostic of Selected Sectors; and by providing inputs to other relevant documents e.g., Inclusive and Sustainable Growth Assessment, mid-term CPS Review, and annual updates.
    • Contributes to country programming activities by identifying opportunities for GESI mainstreaming in operational strategies to be reflected in country programming documents and Indicative Country Pipeline and Monitoring Reports, among others.
    • Keeps ADB updated on key GESI issues and initiatives of the Government of Bangladesh that would inform of ADB strategies and interventions.
  • Project & Technical Assistance (TA) Preparation and Administration
    • As part of the BRM GESI Team, supports the mainstreaming of GESI in the preparation, implementation, and administration of assigned loans, grants, and TAs; and engaging pro-actively and independently with BRM staff, SARD sector divisions, the Office of the Director General (SAOD), SDCC, and other relevant HQ Departments/units, government agencies, civil society organizations (CSOs) and development partners to ensure adequate visibility of GESI in SARD pipeline and portfolio of operations. This will involve:
      • Promoting gender equality and women’s empowerment in Bangladesh operations not only in support of stand-alone Sustainable Development Goal (SDG) 5. but also, in the mainstreaming of gender-related targets and performance indicators across the other SDGs.
      • Contributing to the implementation of Strategy 2030 Operational Plan for Priority 2 (OP2): Accelerating Gender Equality (and OP2’s intersection with Operational Plan for Priority 1: Addressing Remaining Poverty and Reducing Inequalities) in Bangladesh operations, with a focus on OP2’s five strategic pillars: economic empowerment, human development, decision-making and leadership, time poverty reduction, and resilience to external shocks.
      • Ensuring adequate incorporation of consultation and participation (C&P) approaches and role of civil society in the design of designated ADB operations.

Eligibility Criteria

Applicants must have:

  • Bachelor’s degree in social sciences (e.g., sociology, anthropology), social and/or economic development, gender and development, public policy, or related fields, with demonstrated professional, field, and operational experience in adapting GESI concepts to operations. Preferably with advanced training.
  • At least 8 years of relevant professional experience in project management and implementation, in sectors relevant to ADB operations.
  • Experience and knowledge of stages of project cycle (project planning, feasibility analysis, detailed design, project implementation and completion, construction supervision and contract management).
  • Good understanding of ADB’s guidelines and policies and programs of the Government of Bangladesh on gender equality, women’s empowerment and social inclusion is critical.
  • Effective technical report-writing and oral communication skills in English, with ability to communicate in Bangla is essential.
  • Demonstrated ability to engage effectively with counterpart governments as well as a range of multilateral and bilateral donors.
  • Solid analytical, organizational, and negotiation skills.
  • Strong planning and organizing skills to handle a multitude of tasks withing given timeframes
  • Strong leadership qualities and interpersonal skills.
