The World Bank Group (WBG) is currently seeking applications from the eligible applicants for the post of Senior Transport Specialist in Bogota, Colombia. The duration of this post is 3 years.
The Senior Transport Specialist will be responsible for the management of a selected number of transport projects and advisory services and analytics (ASA) and contributions to the broader transport portfolio of World Bank projects and initiatives mainly in Colombia and at times in other countries in LCR.
WBG has set two ambitious goals to push extreme poverty to no more 3 percent by 2030, and to promote shared prosperity and greater equity in the developing world.
Key Job Responsibilities
The Senior Transport Specialist will perform the following functions:
- Manage or contribute to a portion of the Bank’s transport portfolio, particularly in Colombia (with responsibilities for several ongoing projects and the preparation of one operation per year), and at times support other project teams in the Latin America and Caribbean transport team on sector technical issues ranging from general transport sector institutional setups, reforms, economics, urban transport services, affordability and sustainability analysis, planning and impact evaluation analyses.
- Manage or contribute analytical studies (ASA/ESW/RAS activities) every year and support other analytical studies, on transport policies, the provision of multimodal and logistics transport infrastructure and services, urban transport initiatives, financing options, asset management and operations, gender, impact evaluation, and management and delivery of infrastructure and services.
- In carrying out the activities above, engage with sector entities in designing and advancing sector policy and institutional reforms and capacity building programs.
- Participate in cross-sectoral teams responsible for preparation of policy notes, Country Partnership Strategies, public expenditures reviews, sectoral studies, and research and policy development activities on the topics/sections pertaining to the transport and urban development sectors.
- Support the Bank-wide professional community of staff engaged in the transport practice by participating in thematic technical groups (Global Solutions Groups) and drafting of technical notes, and supporting cutting-edge work in collaboration with other Global practices in order to enhance the creation and dissemination of new knowledge, and expanding the existing knowledge base.
- Stay abreast of recent developments in the transport sectors globally, and on cross-cutting issues, in relation to the topics of specialization for this position.
Eligibility Criteria
Applicants must have:
- Post graduate degree at Master’s level or higher in transport engineering, transport economics, urban planning/civil engineering.
- Minimum 8 years of professional experience in the transport sector with a focus on at least one of the following areas:
- transport planning, design and operations.
- urban mobility including transport project design, sustainability of operations and management, innovation and modal integration.
- transport economics, financing, and sector policy issues; and
- management and implementation for transport infrastructure investments and transport operational services.
- Practical experience in the design, implementation, management, maintenance or operation of transport infrastructure, and an understanding and the ability to work on policy, institutional, financing, contract management, social and environmental requirements.
- Experience in working on at least one sectoral issue of major interest including: private sector participation in the provision of urban transport infrastructure and services, urban transport policy, operations and innovation, transport infrastructure investment planning and asset management, and economic or financial analysis of transport projects and services.
- Strong technical and operational skills as evidenced by a proven track record, and demonstrated capacity to advance and deliver analytical knowledge on transport or urban development sector issues.
- Proven ability to function effectively as team leader or team member of multi-disciplinary teams and to resolve conflicts constructively.
- Strong client and communications skills, with proven experience in providing quality policy and project advice to national and sub-national clients, and in transferring knowledge.
- Proficiency in English and Spanish is a requirement.
