National Professional Officer at WHO, Kiev, Ukraine

World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of National Professional Officer in Kiev, Ukraine. The duration of this post is 6 months.

The primary role of WHO is to direct and coordinate international health within the United Nations system.

Key Jobs Responsibilities

The National Professional Officer will perform the following functions-

  • To assist the NGCA Field Coordinator and Health Cluster Coordinator in implementing WHO’s role in leading the Health Cluster and Regional coordination mechanisms in Lugansk Oblast, including Oblast health authorities, international organizations, NGOs and civil society.
  • To identify and actively engage local partners and stakeholders into the assessment and response and ensure updated 4Ws matrix (Who is doing What, Where and When) and HRP reporting.
  • To support the Field Coordinator during coordination meetings with all relevant partners and in discussions on how to improve operations to best support health service delivery.
  • To assist with the drafting of WHO’s and Health Cluster work plans, including timeframes and activity cost, project budgets, tracking and monitoring for implementation of service delivery (e.g. MEPUs) and capacity building activities using project tracking systems, including monitoring cost changes, expenditure to date, rate of expenditure, and costs to complete.
  • Together with the Field Coordinator to monitor delays in project implementation and expenditures, bringing such matters to the supervisor’s attention, including proposing action with a view to negotiate needs for project extensions as necessary, reprogramming and rescheduling budgets and activities as appropriate and in accordance with donors’ agreements and WHO practices and procedures.
  • To support the national Health Cluster Coordinator in identifying the health trends and detect any significant changes or new threats and prepare regular updated information for the Health Cluster partners.
  • To support coordination of the procurement and distribution of medical supplies and logistics.

Eligibility Criteria

Applicants must have-

  • University degree (BA or equivalent) in management, project management, business administration or a relevant combination of professional and academic qualifications.
  • Degree or training in information management systems and their application to project management and monitoring.
  • At least 1 years administrative work experience in project management including but not limited to work plans, budget proposals, reporting, monitoring, implementation and expenditures, at national or international level, in WHO, the UN System, a governmental or non-governmental organization.
  • Experience in monitoring field projects.
  • Working knowledge of information management systems.
  • Excellent interpersonal skills and ability to work under pressure; tact, discretion and diplomacy.
  • Ability to write in a clear and concise manner and to convey written information in an effective manner.
  • Expert knowledge of English.
  • Expert knowledge of local language.
  • Working knowledge of Russian, French or German.
  • Nationality of¬†Ukraine.
